Boy pulled from London pool becomes 71st drowning victim in Ontario in 2013

London police confirmed the tot who died in an apparent backyard drowning Friday night was a little boy.

His death is the city's first water-related one this summer and a grim start to the holiday long weekend that often proves deadly in the water.

Last year 20 people drowned during the civic long weekend in Canada, said Barbara Byers, of the Lifesaving Society, a national organization that works to prevent drownings.

So far, 71 have drowned in Ontario this year, up from 68 during the same time period last year, she added.

Emergency crews were called to a house on Fitzroy Place near Adelaide St. and Bradley Ave. in the city's south end shortly after 3:30 p.m. Friday, where they were told a young child had been found unconscious in the backyard pool.

When they arrived, the tot had no vital signs. Responders tried to revive the child.

The two-year-old boy was taken to Children's Hospital, but where he was pronounced dead.

It appeared he drowned, but an autopsy was scheduled for Saturday to determine his cause of death.

Const. Will Knelsen declined to say who was home at the time since police and the coroner?s office are still investigating the death.

?Whenever there?s a situation involving a child as young as this . . . and there?s a death, we would investigate and turn it over the investigation to the coroner,? he said.

Knelsen wouldn?t disclose whether the pool was fenced, but added: ?There are bylaws are place and we encourage Londoners to have the proper safety equipment in place to prevent a similar situation.?

In London, pools are required to be fenced on all sides but an inspection crackdown last summer found nearly 20% of those surveyed were not.

Saturday, July 20: Upcycled Floral Decorations, 10 a.m. to noon. July 27: Rain Barrels and Run-off: Taking storm water management into our own hands, 11 a.m. to noon. Jason Winey of the Snyder County Conservation District will discuss how to store useful rainwater and slow its path into the streets, sewage system, and watershed. Due to the impermeable qualities of cities and towns, stormwater travels quickly throughout communities and gathers chemicals, nutrients, debris, garbage, and other wastes in its wake. Priority registration deadline is July 22. Participants may attend at no cost; however, the cost to take a rain barrel home is $15.

Aug. 3: Potato Prints, Plant Impressions, and Natural Dyes, 10 a.m. to noon. Participants will experiment with different vegetables to create unique tie-dyed fabric and T-shirts. Participants also will use acrylic paint to create wrapping paper and prints from assorted vegetables and plant leaves. Classes are limited to 12 participants. The cost of the class is $10.

Aug. 10: Community-based Nutrition Education and Potluck, noon. Throughout the month of July, participants may pick up a recipe card at the CommunityZone (located to the west of the Campus Theatre) and return the card for the swap, then bring one of the dishes to share at a lunchtime potluck at the Lewisburg Community Garden. The potluck is free.

Aug. 17: Preserving the Harvest and Season Extension, 11 a.m. Participants will be given an overview of pickling and fermenting foods, making sauces, salsas and jellies, blanching and freezing, and creative methods for storage. Other topics include a discussion of late summer crops, cool weather crops, how to transplant herbs into containers for in-home use, and methods for keeping plants warm and happy into the autumn with cold-frames, row covers, greenhouse plastic, or individual cloche covers. The presentation is free.

"The Japan Aerospace Exploration Agency's (JAXA) HTV-4 Transfer Vehicle launched from the Tanegashima Space Center in Japan for a rendezvous with the International Space Station.

Once there, the HTV-4 will deliver 3.6 tons of dry cargo, water, experiments and spare parts to the International Space Station. Unlike a Russian Progress vehicle which docks automatically, the HTV-4 will be captured by the Canadarm2 and berthed to the Harmony module. Pot farm pollution in Northern California

SACRAMENTO (AP) - With parts of Northern California's scenic hillsides illegally gouged by bulldozers for marijuana grows, frustrated local officials asked the state for help to protect streams and rivers from harmful sediment and the chemicals used on the pot plants.

They hoped to charge growers under federal and state clean water regulations with tougher penalties than the infractions local officials could impose. But they were rebuffed.

It's too dangerous, the state agency in charge of protecting the region's water said in a letter to county supervisors.

''We simply cannot, in good conscience, put staff in harm's way,'' wrote Central Valley Regional Water Quality Control Board Executive Director Paula Creedon.

As in many rural counties in California, marijuana farms are becoming more and more plentiful.

They proliferate in the high Sierra, where armed Mexican cartel operatives clear wilderness areas, divert creeks and poison wildlife.

Other smaller gardens are planted by people operating as collectives by pooling dozens of permits under the state's medical marijuana laws, though many of those are traffickers attempting to skirt the law.

State law allows a person with a medical permit to grow roughly a dozen plants.

Butte County Supervisor Chairman Bill Connelly - frustrated that even photos of illegally scraped and terraced hillsides in sensitive watersheds didn't convince the water quality board to act - accused the board of not applying the law equally.

''My concern is that legitimate business people get harassed (by the agency), but illegal people will not be harassed because they get a pass,'' he said. ''They go after the timber industry and farmers.''

Penalties can range from cease-and- desist citations to fines of $5,000 for each day of the violation to more than $1 million, said state water board spokeswoman Kathie Smith.

The issue of large-scale marijuana enforcement and the damage some pot farms cause is not new in a region known as the Emerald Triangle, for the marijuana that has been produced there for decades.

Marijuana is the state's biggest cash crop with an estimated $14 billion in legal and illegal sales annually.

California wildlife wardens and hikers in the state's remote backcountry occasionally happen upon gunmen guarding multimillion-dollar pot farms.

It's one of the reasons the California Department of Fish & Wildlife recently issued its wardens more powerful weapons.

Those growers, when caught, are charged criminally in federal courts.

But at the local level, counties are concerned with growers taking advantage of laws legalizing the growing of marijuana for medical uses.

Even the legal farmers must comply with environmental laws.

The state's nine regional water boards are quasiindependent agencies that set their own policies, though all are charged with enforcing the federal Clean Water Act and its California equivalent.

The Central Valley board, which focuses on runoff from farming, construction and hundreds of dairies, does not have a policy for investigating violations associated with marijuana grows.

''This is outside of our expertise,'' said Andrew Altevogt, assistant executive officer of the agency. ''It's not the kind of thing that we do.''

Yet its sister agency, the North Coast Regional Water Quality Control Board, aggressively seeks out and prosecutes growers who flatten remote hilltops, dam streams to divert water and allow sediment and chemicals to reach waterways.

In 2007 that agency joined an environmental crimes task force made up of county district attorneys and code enforcement agents.

''I initiated this because I thought it was the best way to get action on the things I was seeing,'' said Storm Feiler, a water board scientist who is part of the task force.

''We have taken an active role because we have so many grow sites over here, and since 2007 there has been an astronomical increase. It's a really big issue for us.''

The discrepancies in enforcement have come to the attention of Assembly Member Dan Logue, RLoma Rica, who represents Butte County.

He said it's the first time he's heard of a state agency refusing to enforce state laws.

He said that as marijuana farms proliferate, the issue of keeping creeks, streams and rivers free of toxins has become a statewide issue.

Logue sent a letter to the water board's Creedon expressing concern over the ''diminishing water quality in this part of my district,'' and asking the agency to help find a way to enforce the Clean Water Act.

He has asked for a meeting with members of Gov. Jerry Brown's staff in an attempt to force action.

''This has to be fixed,'' Logue said in an interview.

''We have an issue in the state where agencies are fearful, and the law isn't being applied equally.''

Missy Franklin wins record 6th gold at swim worlds

BARCELONA, Spain (AP) ? Missy Franklin climbed to the top of the podium one more time in Spain before heading off to college.

With that step, the 18-year-old joined a very exclusive club.

Missy, we'd like to introduce you to Michael Phelps, Mark Spitz, Ian Thorpe and Kristin Otto.

"I still can't really believe that it happened," Franklin said.

She claimed her record sixth gold medal of the world championships Sunday night, swimming the leadoff leg for the Americans in the 400-meter medley relay. Franklin gave the U.S. a slight lead in the backstroke, and her teammates ? Jessica Hardy, Dana Vollmer and Megan Romano ? made it look easy from there.

The winning time was 3 minutes, 53.23 seconds, nearly two seconds ahead of runner-up Australia, with Russia claiming the bronze.

"I had some really great races that I'm really proud of, and there's still a bunch where I have a lot of room to improve," Franklin said. "So I'm really excited for the next year and the year after that and all the years following those."

It might be hard to top this one.

Franklin became the winningest female swimmer ever at a world meet, eclipsing the record that was shared by Tracy Caulkins, who won five times in 1978, and Libby Trickett, who did it in 2007.

Perhaps more impressively, Franklin became only the fifth swimmer to capture as many as six golds at either worlds or an Olympics.

Quite a club it is.

Phelps won six golds at the 2004 Athens Olympics, seven at the 2007 worlds and, of course, a record eight at the Beijing Olympics, eclipsing Spitz's mark of seven at the 1972 Munich Games. Otto won six golds at the 1988 Seoul Olympics ? an accomplishment since clouded by revelations of rampant doping in East Germany ? and Thorpe claimed a half-dozen victories at the 2001 worlds.

Now, there's Franklin.

She completed a grueling week in which she competed in eight events. She dropped out of the 50 backstroke after swimming in the preliminaries of the non-OIympic event, wanting to focus on more important races, and took fourth in the 100 freestyle. Otherwise, it was all gold.

She improved on her performance at the London Olympics, where she was one of the biggest stars with four golds and a bronze.

"I just wanted to see where I was after London," Franklin said. "It's kind of an unknown year. There are so many things that can happen."

Indeed. Check out what transpired with the American men in their 400 medley relay.

They celebrated what looked to be an easy victory, only to discover that 19-year-old breaststroker Kevin Cordes, the least experienced member of the foursome, left too soon on the exchange between the first and second legs.

The U.S., which touched nearly 1? seconds ahead of France, was disqualified. The French moved up to take the gold, while the silver went to Australia and Japan snatched the bronze.

"That's like a punch in the gut right there," said Bob Bowman, coach of the U.S. men's team.

Cordes stood on the deck in disbelief, hands on his head, but the replay showed he clearly left the block before backstroker Matt Grevers touched the pad. Ryan Lochte could only shake his head, having contributed a strong butterfly leg that didn't matter. He was denied his fourth gold medal of the meet, leaving him tied with Chinese star Sun Yang as the winningest male swimmers.

"A relay disqualification is not a particular individual's fault," said Nathan Adrian, who swam the anchor leg in vain. "It falls on all of our shoulders."

Franklin was not even chosen as the top female swimmer of the meet. That award went to fellow American Katie Ledecky, who won four golds and set two world records.

She edged out Franklin based on a formula that doesn't count the relays and gives bonus points for world marks.

Franklin had no complaints.

"It could not go to a better person," Franklin said. "I am sooooooo proud of Katie. She was absolutely unbelievable. I think she has probably been my absolute favorite swimmer to watch ever."

Sun was honored as the top male swimmer after sweeping the freestyle distance events. He closed with a victory in the 1,500, adding to his titles in the 400 and 800. After dueling with Canada's Ryan Cochrane most of the way, the Chinese star turned it on the last two laps and won going away in 14:41.15.

Cochrane took silver and Italy's Gregorio Paltrinieri bronze. Americans Connor Jaeger and Michael McBroom finished off the podium in fourth and fifth.

"I really appreciated (that) my opponent pushed, otherwise I wouldn't have been able to make it," Sun said through a translator. "After all my races I felt a bit fatigued. But I just tried to convince myself to stay with him, because I knew that in the last 100 I had the advantage."

Sun's week also included the fastest leg by far on the 800 free relay, which almost singlehandedly give China a bronze medal in that event.

In other events on the final night at the Palau Sant Jordi, Japan's Daiya Seto held off American Chase Kalisz to end U.S. domination of the men's 400 individual medley, Hungary's Katinka Hosszu won the women's 400 I.M., and Ranomi Kromowidjojo of the Netherlands took the women's 50 freestyle.

Seto touched in 4:08.69 to take gold in a race that had been won by U.S. stars Lochte and Michael Phelps at every major meet since the 2005 worlds in Montreal.

Phelps is retired ? for now ? and Lochte has dropped the grueling race, at least for this season.

The 19-year-old Kalisz, who trains at Phelps' club in Baltimore, was far back after the butterfly and backstroke legs. But he began to close on the breaststroke and nearly caught Seto on a freestyle dash to the finish. He settled for silver, with the bronze to Brazil's Thiago Pereira. American Tyler Clary was fourth after taking the silver behind Lochte at the 2011 worlds.

Hosszu was more than 2 seconds under world-record pace through the first three legs, giving her a big enough lead to hold on in the freestyle. She touched in 4:30.41, while Spain's Mireia Belmonte thrilled the home crowd by taking silver. Elizabeth Beisel of the United States earned the bronze, just ahead of hard-charging teammate Madeline Dirado.

Kromowidjojo's victory was a reversal of the 100 free, which was won by Australia's Cate Campbell with the Dutch sprinter taking the bronze. Campbell took silver this time, just 0.09 behind the winner's time of 24.05. Francesca Halsall grabbed the bronze, Britain's only medal of a hugely disappointing meet.

The U.S. had a grand ol' time, finishing atop the swimming medals table with 13 golds and 29 overall ? matching its total haul at the 2011 worlds in Shanghai.

In non-Olympic events, Yuliya Efimova won the women's 50 breaststroke in 29.52, edging world-record holder Ruta Meilutyte of Lithuania, while Hardy took the bronze. Camille Lacourt of France won the men's 50 backstroke with a time of 24.42. Grevers tied for the silver with another Frenchman, Jeremy Stravius.

Franklin saved the best for last.

Now, she's off to college at Cal in a few weeks.

"I can't wait," Franklin said. "It just feels more real every second, and I can't wait for the experience."

This one wasn't too shabby, either.

TEHRAN, Iran (AP) ? Iran's president-elect called Israel's control of Jerusalem and Palestinian lands a "wound" for the Islamic world in relatively moderate remarks Friday that contrasted with the harsh rhetoric of his predecessor and other Iranian leaders.

Speaking to reporters during an annual pro-Palestinian rally, Hasan Rouhani said: "In our region and under occupation of Palestine and dear Jerusalem, there has been a wound on the body of the Islamic world."

The comments, two days before Rouhani's inauguration, were tame compared with those frequently made by outgoing President Mahmoud Ahmadinejad calling for Israel's destruction. The country's supreme leader, Ayatollah Ali Khamenei, once called the Jewish state a "cancer" that needed to be cut away.

A semiofficial Iranian news agency initially quoted Rouhani as calling Israel a "wound that should be removed." That prompted Israeli Prime Minister Benjamin Netanyahu to retort that "the real face of Rouhani has been exposed earlier than expected."

But the news agency, ISNA, later said it was a misquote, confirmed by state TV footage of Rouhani's comment reviewed by The Associated Press. Netanyahu issued no statement on the corrected version.

Nevertheless, the mishap underscored the challenges facing the incoming president, who was elected in June with pledges to seek a calmer and more balanced outreach to the West.

It is Khamenei and the Revolutionary Guard who control Iranian policies, and the supreme leader has final say in all key matters.

Rouhani will effectively be the international face of Iran and has made no secret of his desire to project a new image of dialogue rather than diatribes. It remains to be seen to what extent he will be able to persuade the ruling clerics and military that interaction with Washington and its allies over Iran's nuclear program could bring dividends such as easing painful sanctions.

Israel has not ruled out a military option against Iran's nuclear facilities, which the West suspects are geared toward making a nuclear weapon. Tehran denies the charge and insists its nuclear program is meant for peaceful purposes only.

The Iranian leadership has long maintained harsh views on Israel, backing anti-Israeli factions such as Lebanon's Hezbollah militant group. But it now appears to recognize that Ahmadinejad's fiery denunciations of Israel and his questioning the extent of the Holocaust needlessly outraged the West and did not advance Iran's national interests.

Rouhani appears to be trying to maneuver in the tight space allotted in Iran's power structure. He is making clear that he stands with Iran's uncompromising positions on Israel but is also backing away from Ahmadinejad's fist-waving approach.

In his remarks Friday, Rouhani also expressed doubts about the possibility of an Israeli-Palestinian peace deal as the two sides resumed negotiations in Washington this week following a five-year freeze in Mideast talks.

"Israelis show a compromising face to the world but continue their expansionism in practice," Rouhani said, according to Fars, another semiofficial news agency. "This rally is a reminder that Muslim people will not forget their historical right and they will resist oppression and invasion."

Iran does not recognize Israel and has since the 1979 Islamic Revolution observed the last Friday of the Islamic month of Ramadan as "Al-Quds Day." Tehran says the occasion is meant to express support for Palestinians and emphasize the importance of Jerusalem for Muslims.

Jerusalem's eastern sector houses sensitive Jewish, Christian and Muslim shrines and is sacred to all three religions. Jerusalem is the holiest place in Judaism and the third holiest city in Islam, after the Saudi Arabian cities of Mecca and Medina.

Anti-Israeli rallies were held in cities and towns across Iran on Friday. In the capital, Tehran, tens of thousands took to the streets, chanting "Down with America" and "Death to Israel." Some protesters also burned American and Israeli flags.

Ahmadinejad spoke to the crowds after the rally in Friday prayers at the Tehran University campus. It was his last public speech before his term ends.

"You Zionists planted a wind but you will harvest a storm," the outgoing president said. "A destructive storm is on the way and it will destroy Zionism."

Joint Chiefs Chairman: 'There Is a Significant Threat Stream'

On Saturday, most of the United States' top national security officials met to discuss the possible terrorist threat that has already caused the closure of 21 U.S. embassies and a global travel warning for Americans through the rest of August. The global travel warning is the first issued by the U.S. since the tenth anniversary of the September 11th attacks. According to CBS, the threat is "the most specific, credible threat information in years," and that the plot is underway and the team looking to carry it out is already in place.

On Sunday, an interview with one of those national security advisers, Joint Chiefs of Staff Chairman Martin Dempsey, was aired on a Sunday morning news show to hammer in just how serious the government sees this threat.

Dempsey told This Week guest-host Martha Raddatz that "there is a significant threat stream and we're reacting to it." He also said that "the intent is to attack Western, not just U.S. interests."

Also on This Week, Rep. Pete King, R-N.Y., emphasized that the threatened attack could be anywhere--the Middle East, Europe, the United States, or a "combined" attack. "We need to be ready for everything," he told Raddatz. The congressman said that "al-Qaida is, in many ways, stronger than it was before 9/11." But King did come to the defense of the Obama administration in how it is handling this new threat, saying that "we can't criticize them for doing too little with Benghazi, and now criticize them for doing too much."

From his post outside of government, Michael Hayden, the former Director of National Intelligence, told Fox News Sunday that "this does look quite serious," and "the al-Qaida danger is not yet over." On the same show, Rep. Justin Amash, R-Mich., said that this new threat just illustrates why "in a dangerous world, you need the fourth amendment, you need the Constitution."

Conservative pundits on Fox News Sunday were quick to pin some blame for the threat on the president. "A year ago the president said 'al-Qaida is on the run,' and now we seem to be on the run," said Bill Kristol. Former senator Jim DeMint said "our attempt to placate parts of the world, reset whether it's Russia or somewhere else, are clearly not working. And the perception of weakness in this administration is encouraging this kind of behavior."

The popularity of the United States International Trade Commission (USITC, or just ITC) as a patent litigation forum is largely attributable to the difficulties patent holders face in U.S. federal court. District courts are usually slower than the ITC, and even after final liability findings in your favor, it's still doubtful whether -- and when -- you're going to obtain meaningful remedies. The state of affairs in the first Apple v. Samsung litigation in the Northern District of California is a good example: the complaint was filed in April 2011 , and in August?2012 a jury found Samsung to infringe half a dozen Apple patents. The court declined to overrule the jury on these liability findings, but Apple was denied a permanent injunction (the related appellate hearing will take place next Friday ) and to date has not received even one cent of damages. By contrast, Samsung's June 2011 ITC complaint against Apple resulted in a liability finding only with respect to a FRAND-pledged standard-essential patent (SEP), but the ITC ordered an import ban in a controversial outlier decision, which will take effect on Monday unless stayed or vetoed at the 11th hour. A ruling on Apple's ITC countercomplaint against Samsung is due next Friday , so Apple may also win an ITC import ban prior to any actual remedy in district court. Google Glass Has a Navigation Problem. Here's How to Fix It

Google Glass has a navigation problem.

You see, one of the device?s slickest tricks is its ability to beam directions to your eyes without requiring you to reach for your phone. But the second you step behind a wheel, this ability transforms from potentially awesome to potentially dangerous. That?s because, in order to read the Google Glass display (which sits mere inches in front of your eye) you need to shift your focus to very near ground ? and away from the action behind it.

Now, if you?re walking down the sidewalk, this constant change of focus isn?t really a problem. But when you?re driving, and need to be aware of the dizzying intricacies of traffic, glancing up and shifting your focus to the foreground could be downright distracting.

Default Dilemma

Of course, just about any digital device poses a potential hazard for drivers. But Google seems to expect ? if not encourage ? Glass users to use the device while driving: While the device gives you the ability to switch between driving, walking, and cycling directions, the current version of its software defaults navigation to the driving mode.

Now, there strikes me as a very simple solution to this problem. My idea: Google should create a way of pairing Glass with the decade?s most exciting trend in in-car tech: HUD (or heads-up displays), which transparently project vital info such as your next turn onto your car?s windshield in a way that allows you to soak it up while keeping your eyes on the road.

In case I haven?t made it clear: I love HUD displays (yes, I know calling them "HUD displays" is like calling something an "ATM machine," but it sounds smoother). I?ve played around with various versions of the tech from various auto manufacturers, and it strikes me as both extremely convenient and potentially lifesaving.

So now lets bring it all home: Wouldn?t it be cool if Google Glass gave you navigation directions while you were walking, but the second it detected you had entered your car, transferred the navigation info to your car?s HUD? This should be a relatively easy solution to program: Both Google Glass and most modern cars have Bluetooth, which allows devices to both detect proximity (key for knowing when the Glass-wearer has entered the car), and transfer the navigation info.

There Will Be HUD

Now, HUD displays can still be described as "nascent" tech ? you?re only slightly more likely to have a car with this feature than you are to possess Google Glass. Which is why I?m so excited about the recently announced Garmin HUD, scheduled to hit shelves later this summer. The surprisingly affordable (just $130) Garmin HUD projects directions from a companion smartphone app onto a transparent film that you place on your windshield.

In other words: This is HUD for everybody. Even more importantly: It?s HUD from a competent technology company. This is key for two reasons: First: I don?t think I?m exaggerating when I say the in-car infotainment offerings that come from most major car makers are downright dangerous in their un-user-friendliness.

Second: Garmin is the sort of company that would know how to ably pair their product with something such as Glass. They?ve made Bluetooth products before, and have developed smartphone apps. Putting all the pieces together so that my dream of "hopping" basic navigation data from Google Glass? personal HUD to an in-car HUD? That should be a cakewalk for Garmin. And I?d encourage all the players involved to make it a reality.

It very well could save lives.

The Ministry of Finance has launched a manual to guide the implementation of a composite budget for metropolitan, municipal and district Assemblies (MMDAs).

The composite budget forms part of public financial management reforms by? the government aimed at improving efficiency and accountability of MMDAs operating at various levels.

Also, the composite budget is to see to the effective allocation of resources to enhance service delivery of the various MMDAs.

At the maiden conference for MMDA budget officers in Accra, a Deputy minister of finance, Mr Kwaku Ricket Hagan, explained that the various reforms by the ministry was to deal with challenges of public financial management to put such systems on a sound footing and propel the country for growth and also move it from the present low middle income status into a higher middle income bracket.

He said the government was committed to ensuring that resources for decentralised functions were transferred through the composite budget process to MMDAs to improve service delivery.

?I assure you that government is taking the necessary steps to ensure that resources are disbursed in a more predictable and timely manner,? he said.

According to Mr Hagan, the ongoing fiscal decentralisation reforms which entailed entrusting the assemblies with the authority and capacity to generate, allocate and utilise financial resources to promote socio- economic development of the districts would not make any meaning unless the lapses in financial management at the MMDA level were addressed.

The forum, he said, was apt as it provided the opportunity for stakeholders to discuss their respective roles in improving financial management and service delivery on a more sustainable basis.

The deputy minister also charged the budget officers at the MMDA level to play their roles effectively in ensuring the elimination of weaknesses that undermine budgeting performance and produces poor budgetary outcomes.

The acting Director of Budget at the Ministry of Finance, Mr Patrick Nomo, appealed to participants to use the platform created to network extensively and share experiences as part of strategies to improve budgeting and financial management at the districts.
