ST. PETERSBURG, Fla. - David Price is thankful to have another shot at Texas in the playoffs.

A postseason disappointment a year ago when he lost twice in the opening round to the only AL opponent he's never beaten, the young Tampa Bay pitcher will get a chance to redeem himself Monday when he goes against right-hander Colby Lewis in Game 3 of the AL division series between the Rays and Rangers.

The teams are tied 1-1 after splitting two games in Texas. The Rays say they're comfortable putting the ball in Price's hand, even though the hard-throwing lefty hasn't won in more than a month and was 0-2 with a 4.97 ERA in a pair of losses at home to Cliff Lee in the 2010 ALDS.

Obama's energy chief defends clean energy loans (AP)

WASHINGTON ? The Obama administration's energy chief, facing increased pressure over the failure of solar panel maker Solyndra, defended on Saturday a loan guarantee program that has provided billions of dollars for solar energy and other renewable energy projects.

Energy Secretary Steven Chu said a stimulus law program that expired Friday will help develop the world's largest wind farm in Oregon, several large solar power farms in California and Nevada, and the installation of solar panels on 750 rooftops in 28 states, among other projects.

The loan program has become a rallying cry for critics of the Obama administration's green energy program after a California solar panel maker declared bankruptcy despite receiving a $528 million federal loan. The company, Solyndra LLC, has laid off its 1,100 workers.

Chu did not mention Solyndra in a speech at a Solar Decathlon sponsored by the Energy Department. Students competed to build model solar homes in the event, which was won by the University of Maryland.

But Chu said loan guarantee projects will generate clean energy to power more than 2.5 million homes.

Combined with other programs run by the department, the clean energy loans are expected to support as many as 60,000 jobs, he said, though Republican lawmakers have disputed that figure.

Damien LaVera, a department spokesman, said the clean energy loan program has awarded 28 loans worth more than $16 billion since 2009.

Much of the spending has come recently, including more than $6 billion in the past week alone for seven separate projects.

The heightened pace of the loans has led some Republicans to question whether the administration, in its haste to award loans and beat a Sept. 30 deadline, may be stumbling into another Solyndra-like debacle. Republicans are also increasingly directing their criticism toward Chu specifically for decision related to Solyndra.

Chu dismissed criticism from those who he said "are ready to wave the white flag and declare defeat."

The United States faces a choice, he said, to sit on the sidelines or try to win the "clean energy race" with China, Germany and other countries.

He said the U.S. "can't afford not to" invest in clean energy.

"It's not enough for our country to invent clean energy technologies, we have to make them and use them, too," Chu said. "Invented in America, made in America and sold around the world. That's how we'll create good jobs and lead in the 21st century."

On Friday, the Justice Department moved to take control of Solyndra, which filed for Chapter 11 bankruptcy protection in early September. The company faces a criminal investigation by the FBI, as well as scrutiny from congressional investigators and government auditors at the Energy Department and Treasury Department.

As it turns out, the tweaks are much more subtle than they were on last year's Samsung Captivate, which arguably looked almost nothing like the original Galaxy S. Fidel Castro mocks Obama for Cuba comments (AP)

HAVANA, Cuba ? Fidel Castro mocked President Barack Obama on Thursday for saying he's open to changing U.S. policy toward Cuba if there is change on the island first, calling the U.S. leader "stupid."

Writing in one of his semiregular essays published across state-run media, Castro reacted with sarcasm to reported comments that Obama would be open to a different relationship with Cuba when there is political and social change.

"How kind! How intelligent!" Castro said. "Such kindness still has not allowed him to understand that 50 years of blockade and crimes against our country have not been able to bow our people."

Cuba uses the term "blockade" to refer to the nearly five-decades-old economic embargo against the island.

"Many things will change in Cuba, but they will change through our efforts and in spite of the United States. Perhaps that empire will fall first," Castro added, a reference to the United States.

Castro wrote glowingly about Obama when he was elected in 2008, saying, "The intelligent and noble face of the first black president of the United States since its founding two and one-third centuries ago as an independent republic had transformed itself under the inspiration of Abraham Lincoln and Martin Luther King into a living symbol of the American dream."

But Castro has increasingly shown disillusionment as Cuban-U.S. relations remain in a deep freeze, despite measures undertaken by Obama allowing more remittances and travel to the island.

Castro also criticized as "brutal, blundering and expected" a U.S. judge's recent ruling that an imprisoned Cuban intelligence officers must serve his parole in the United States instead of returning to his family on the island after he is released in early October.

The case of Rene Gonzalez, who holds dual American and Cuban citizenship, and four other agents imprisoned for espionage in the U.S. is one of the Cuban government's chief complaints about Washington, and newspapers and airwaves on the island call each day for their release.

"This is how the empire responds to the increasing demand around the world for their freedom," Castro wrote. "If it weren't so, the empire would cease to be an empire and Obama would cease to be stupid."

Gonzalez and the others, collectively known as the "Cuban Five," were convicted in 2001 of attempting to infiltrate U.S. military installations in South Florida. They also monitored militant anti-Castro groups and tried to place operatives inside the campaigns of anti-Castro politicians.

One of the five was convicted of murder conspiracy related to the 1996 shootdown by Cuban fighter jets of planes flown by an exile group.

Havana lauds the men as heroes. It contends that they were no threat to the U.S. government and were unfairly tried and given exorbitant sentences not commensurate with their activities.
