SKorea finance chief worries about inflation, debt (AP)

SEOUL, South Korea ? Inflation, rising household debt and troubles in part of the banking sector are among factors weighing on South Korea's rapid economic recovery from the global financial crisis, the country's new finance minister said Wednesday.

"Consumer prices have remained high recently and low income groups are struggling to make ends meet," Bahk Jae-wan said told reporters from foreign news organizations in a speech.

"At the same time, the issue of increasing household debt and the ailing local savings banks has placed additional burdens on the economy," he said.

Bahk spoke after the government announced last week that South Korea's consumer price index rose 4.4 percent in June from the year before, while so-called core inflation, which strips out volatile agriculture and oil prices, also accelerated to rise 3.7 percent from the year before.

Also late last month, financial regulators announced additional measures to deal with increasing household debt, such as setting up a system for ensuring that banks properly evaluate a borrower's ability to repay before offering a loan and introducing leverage regulations for credit companies.

South Korea's total household debt stood at 801.4 trillion won ($754 billion) at the end of March, growing 13 percent annually on average since the 1997-98 Asian financial crisis, according to the country's financial regulators. They attribute the increase to factors including low interest rates and overlending by financial institutions.

Bahk took over as head of the Ministry of Strategy and Finance in early June after President Lee Myung-bak made changes to his Cabinet in the wake of the ruling party's defeat in key parliamentary and other local by-elections in late April.

Bahk moved to the ministry from his previous post as head of the Ministry of Employment and Labor.

South Korea's economy, Asia's fourth largest, has grown for nine straight quarters through the first three months of this year after sharply contracting at the end of 2008.

Bahk noted that the economy is "recovering rapidly" and highlighted bright spots in the form of strong exports and growth in new jobs this year. But he added that not all of South Korea's citizens are benefiting.

"Many Koreans don't feel that these improvements have been reflected in their daily lives," he said.

The Bank of Korea's monthly survey of consumer sentiment for June found that South Koreans were overall less optimistic compared with the previous month, with sentiment regarding living standards, current domestic economic conditions and the future all falling.

The government late last month revised its outlook for the second half of this year, lowering its 2011 economic growth forecast to 4.5 percent from the previous one of about 5 percent and also said annual inflation would likely hit 4 percent, up from the previous forecast of about 3 percent.

South Korea has also been battling troubles at regional savings banks. Eight of the country's total of 105 such banks have been suspended this year, with one of those forced to temporarily cease operations having been sold to a government-owned financial institution, according to Ernst Lee, a spokesman at the Financial Services Commission.

Despite expressing concern about the situation in his speech, Bahk said later in response to a question that the government does not see the problem posing a major risk to the economy given the small portion of overall financial assets held by savings banks.

As deadline looms, Obama hunts for debt deal (AFP)

WASHINGTON (AFP) ? President Barack Obama and his Republican foes face off again next week in talks on reining in runaway US debt, amid a White House warning that they have just weeks to avert an economic meltdown.

"I'm confident that the Democrats and Republicans in Congress can find a way to give some ground, make some hard choices and put their shoulders to wheel to get this done for the sake of our country," the president said Saturday.

Under pressure from Obama and his Republican foes, the Democratic-led Senate scrapped its cherished week-long break for the July 4 Independence Day holiday in a bid to make progress in the seemingly stalled negotiations.

And the Republican-held House of Representatives returns from its recess on Tuesday, meaning all of the key players in the debt drama will be on hand as the president mounts what could be a final push for a deal.

"We need to work out some arrangement, quickly, before the markets start to react and American families start to feel the consequences," said Democratic Senate Majority Leader Harry Reid.

The two sides have traded public broadsides amid private negotiations on a package to trim the deficit while raising cash-strapped Washington's ability to borrow, averting a possible default that could trigger a fresh recession.

Reid said Senate Democrats aimed to meet Wednesday with Obama and Vice President Joe Biden and huddle Thursday with Gene Sperling, director of the White House's National Economic Council, along with other top aides.

It was unclear whether Republicans, who have repeatedly rejected Democratic calls for any final deal to include tax increases on the rich, would be part of either discussions with time running short to craft an accord.

"It's time to acknowledge that more government and higher taxes is not the answer to our problem," Republican Senator Dan Coats said in his party's rejoinder to Obama's weekly address.

The US Treasury has publicly set an August 2 deadline by which lawmakers must reach a deal, but the White House has privately been citing July 22, Democratic officials said, confirming a Wall Street Journal report.

That's in part because of the work that has to go into transforming any agreement into legislation and clearing any parliamentary hurdles before debating and voting.

"The White House, I think, is being very wise and careful. They say that we should not step to the edge of the cliff because we might fall off," Democratic Senator Chuck Schumer told reporters on a conference call Friday.

Both sides differ on the size of cuts tentatively agreed to thus far in the discussions, but concur that the key stumbling block has been Republican opposition to Democrats' push for billions of dollars in tax hikes on the rich.

Republican leaders have rejected any tax increases as part of a final deal to raise the country's $14.29 trillion debt ceiling in the face of a US budget deficit expected to hit $1.6 trillion this year.

On Friday, two key Senate Republicans pushed Obama to make public his proposals in closed-door talks with Republican leaders and warned that "a last-minute deal, delivered under the threat of panic, will not be acceptable."

"We can surely agree that the American people deserve time to study the decisions their leaders are making on their behalf," Senators Jeff Sessions and Orrin Hatch, ranking members of the Senate Budget and Finance Committees, wrote in a letter to Obama.

Senate Democrats, led by Budget Committee Chairman Kent Conrad, planned to unveil their own budget proposal by mid-week, potentially opening up another front in the war over US borrowing.

The US ran into the debt ceiling on May 16, but has since used spending and accounting adjustments, as well as higher-than-expected tax receipts, to continue operating without impact on government obligations.

But by August 2, the government will have to begin withholding payments -- to bond holders, civil servants, retirees or government contractors -- if lawmakers do not raise the ceiling.

Gaming poet Benmergui announces a comic-book puzzler, 'Storyteller ...

Daniel Benmergui creates games as if he were a tortured artist trapped in a game developer's body, and his newly announced project, Storyteller, appears to be from his lighter Existentialist-Satire period. Benmergui calls Storyteller his "most ambitious project," mixing comic-book style narrative with a "more 'gamey'" feel than his other experimental titles, Today I Die and I Wish I Were the Moon.

Benmergui makes games out of poetry (or poetry out of games; or nothing out of nothing for the nihilists in the audience) and in 2010 he was a Nuovo award nominee at the Independent Games Festival for Today I Die. He plans to make Storyteller more visually striking than his previous works, with a heavy puzzle element, and is hoping to finish it in a year's time for Mac, PC and iPad.

The Palestinian national football team are due to play its first World Cup qualifier on home soil.

The team are playing against Afghanistan in the second leg of a qualifying match for the Brazil World Cup in 2014.

Thousands are expected to pack the al-Ram stadium in Ramallah to witness a piece of Palestinian football history.

In the past, the team has had to play its home games in Jordan because of security concerns in the West Bank.

Palestinians do not have a state but they do have a football team.

They won the first leg 2-0 so barring a collapse should advance to the next stage.

The first match had to be played in Tajikistan because of security concerns in the Afghan capital, Kabul.

It is a problem the Palestinians can relate to.

Political leaders say the fact that a World Cup game can at last be played on home soil is a sign how much security has improved in the West Bank.

But the road to Brazil 2014 will be long - the Palestinian team are ranked 167th in the football world rankings and have never qualified for the World Cup finals.

Q: I saw a home in the newspaper being sold by a private seller. I would like to know all of the pro and cons of buying from a private seller.

A: What you call a private seller is what real estate folk would call a home "for sale by owner," or FSBO. It's very common for homeowners considering having a go at selling their homes sans agent to write in and ask me about the pros and cons of selling FSBO. It's much less common for a buyer to ask about the advisability of buying from an unrepresented seller, so your question presents a fabulous opportunity to clear some things up!
Generally, there is only one reason sellers list and try to sell their homes without using an agent: to save money on commissions.
Some sellers are experienced in real estate matters and just don't think they need an agent's help enough to warrant the cost of the commissions; others owe so much on their homes that they believe they cannot afford the commissions. Still others just don't understand enough of what an agent does to understand why they should pay for these services.
No matter what the seller's situation is, there are some functions that a listing agent would normally play on the seller's side that FSBO buyers also miss out on and should consider when buying a home listed as by its owner.
In the current market climate, listing agents do a lot of reality-checking and expectation management with their sellers at every stage of the process.
From setting a list price that is based on the reality of today's market (which often means using the facts and recent sales data to bring the seller's list price down to reality) to helping sellers understand how their home truly compares to the other homes that are on the market in the same price range, to explaining why an offer that has come in below the asking price is or is not a strong offer, listing agents perform a large number of reality-checking functions that are very difficult for a buyer to do or simply do not get done when the seller has no agent at all.
While these functions are important in any transaction, they become extremely important in the case of a FSBO, because these sellers are more likely than others to have unrealistic expectations. Why do I say this?
Well, my experience with FSBO sellers has been that more often than not, they don't want to pay an agent's commission, but they want to receive a price for their home that is on par with -- or even higher than -- that fetched by the sellers of similar homes.
But those comparable sales prices did include agent commissions! And, generally, the FSBO seller is looking to save the commission off of their side of the transaction -- they are not usually looking to pass the commission savings onto the buyer. This is unrealistic, especially given the highly educated, savvy mindset of many homebuyers today.
If the transaction is going to be done without the advantage of the professional expertise of an agent, then why shouldn't the buyer demand a discount from the comparable sales prices, which included agents' services?
Buyers who buy FSBOs should, in my opinion, insist on receiving a discount from the home's fair market value for the buyer-side commissions the seller is not paying, and then use some of that savings to go hire a broker or attorney to advise them through the rest of the transaction.
(Many an attorney will review contracts and disclosures, or a buyer's broker will help a buyer execute a FSBO transaction for far less than the 2.5 percent or 3 percent commission they would have charged for finding the property and doing the deal).
Actually, before going this route, buyers of FSBO properties should ask the seller to pay the buyer's agent or attorney, so that the buyer will have the professional representation they need on this major transaction, including the contracts and disclosures.
If, after the seller pays the buyer's representative or gives the buyer a discount for their side's representation, if there's any discount room left, it's fair for the seller to realize that savings from not having hired a listing agent on their side of the transaction.
This brings us to some of the other major gaps that occur frequently in these FSBO transactions. FSBO sellers (and their homes' buyers) miss out on the professional advice on making disclosures and the contacts, expertise and efficiencies of scale that make real estate transactions run smoothly -- from securing an escrow provider to ensuring that disclosures are properly and thoroughly completed, to obtaining title insurance. Some buyers experience FSBO transactions as particularly bumpy and difficult to close, as a result.
And finally, if you are buying a FSBO property with cash, as the nonpublished portion of your email leads me to believe you might want to do, it can be especially easy to forgo many of the protections that a real estate broker or mortgage lender would have required in a standard transaction, like obtaining the inspections you need, running a title search to ensure title is clear and obtaining a title insurance policy, or having the home appraised.
None of these concerns I've mentioned are reasons to absolutely avoid a FSBO sale. But they are very good reasons to avoid buying a FSBO property without your own broker or attorney representation.
I'd strongly encourage any buyer considering purchasing a home that is being sold by owner to get their own broker and/or attorney. Try to negotiate for the seller to pay for it -- but if they won't, it's worth the cash to pay for it yourself and make sure the transaction is executed in such a manner that your interests are protected.
And just for your information, there are also buyer's brokers who shy away from representing even the buyer in these FSBO transactions.
They feel -- rightly so, in many cases -- that to represent their client properly, they essentially have to do double work advising the seller of their obligations and duties to the buyer the same way a listing agent would ordinarily do. Given that many of these sellers are somewhat unrealistic or otherwise difficult, doing twice the work for half the pay is an unattractive option.
But many other brokers and attorneys will represent your interests in a transaction where the home is being sold FSBO, despite the extra trouble. If you go that route, find one!??????? >>?????> >?? >> ?? >>>

UK tabloid 'tapped phone of murdered girl': report (AFP)

LONDON (AFP) ? Journalists at a tabloid hacked the voicemail of a high-profile missing teenage girl, giving false hope to her family that she was alive when she had in fact been murdered, a report said Monday.

In a grim new twist to the long-running phone-hacking row at the Rupert Murdoch-owned News of the World weekly, The Guardian said police were investigating claims that Milly Dowler, who disappeared in 2002 aged 13, was among those targeted.

Journalists at the News of The World hired investigators to hack into Dowler's phone and listen to increasingly desperate messages left by her parents and friends as the days went past without any word from the teenager, the report said.

When her voicemail box became full, they deleted a few of the messages to make room for new ones -- an action that her loved ones mistakenly took as proof that Dowler was still alive and using her phone, it said.

It also caused confusion among the police detectives investigating her disappearance, and potentially destroyed valuable evidence, the report said.

Her parents, Sally and Bob Dowler, said they would be pursuing a claim for damages against the tabloid following the revelations, which came just days after her murderer was locked up for life.

"It is distress heaped upon tragedy to learn that the News of the World had no humanity at such a terrible time," said their lawyer Mark Lewis.

"The fact that they were prepared to act in such a heinous way that could have jeopardised the police investigation and given them false hope is despicable."

The tabloid's owners, News International, declined to comment.

Levi Bellfield was convicted on June 23 of abducting and murdering Milly in Walton-on-Thames, near London. Her bones were found six months later in a forest.

Monday's report is the latest twist to the long-running phone-hacking scandal at the News of The World, Britain's top-selling Sunday title, which has a reputation for showbusiness scoops and sex scandals.

A journalist and a private investigator were jailed in 2007, but the police investigation was reopened this year and since then five journalists, including three who work at the tabloid, have been arrested.

The newspaper has also admitted liability in several civil cases, including that of actress Sienna Miller, who received ?100,000 in damages.
