China asks major energy users to save 250mil tonnes of coal

BEIJING, Dec 28 (Reuters) The Chinese government has called on the country's biggest energy users to save 250 million tonnes of standard coal in the five years ending 2015, the National Development and Reform Commission said in a release published on Wednesday.

The 17,000 companies, which annually consume more than 10,000 tonnes of standard coal each, or above 5,000 tonnes for certain stipulated companies, accounted for more than 60 percent of total energy consumption in 2010, the commission said.

China consumed 3.25 billion tonnes of standard coal in 2010, 5.9 percent more than a year earlier, according to the National Bureau of Statistics.

The world's top energy user has pledged to cut energy intensity the amount of energy used for each unit of gross domestic product by 16 percent by 2015 from the level in 2010, after reducing 2010 energy intensity by nearly 20 percent from levels in 2005.

Kim Jong Il's heir meets with SKorean delegation (AP)

PYONGYANG, North Korea ? North Korea's next leader burnished his diplomatic skills, solemnly welcoming a private South Korean mourning delegation and offering his thanks, as state media called Kim Jong Un a "sagacious" leader and revealed a new title that gives him authority over political matters.

Kim has rapidly gained prominence since the death of his father, Kim Jong Il, on Dec. 17, and his brief meeting with a group led by a former South Korean first lady and a prominent business leader shows Seoul that he is assured in his new role.

State media have showered Kim with new titles. On Monday, the main Rodong Sinmun newspaper described him as head of the Central Committee of the Workers' Party ? a post that appears to make him the top official in the ruling party. That came two days after the North referred to him as "supreme leader" of the 1.2 million-strong armed forces and said the military's top leaders had pledged their loyalty to him.

Late Monday, Pyongyang's official Korean Central News Agency also called Kim a "sagacious leader" and "dear" comrade while reporting that he again paid respects to his father, whose body is lying in state at Kumsusan Memorial Palace. State media have already dubbed him as a "great successor" and an "outstanding leader."

KCNA also indicated that Kim will uphold his father's trademark "military-first" policy.

"As dear comrade Kim Jong Un, who is a sagacious leader of our party, state and military, is at the forefront of our revolutionary cause, the history of our father and general's glorious military-first revolution will continue," it said.

Also on Monday, Kim met a private delegation of South Koreans and gave them his thanks after they expressed condolences and sympathy over his father's death.

The lead delegates were the widow of former South Korean President Kim Dae-jung, who engineered a "sunshine" engagement policy with the North and held a landmark summit with Kim Jong Il in 2000, and Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North. North Korea sent delegations to Seoul when the women's husbands died.

They stood in a line on a red carpet and bowed silently during their visit to the Kumsusan palace, where Kim Jong Il's bier is surrounded by flowers and flanked by an honor guard, footage from AP Television News in Pyongyang showed. Kim Jong Un and the two women later exchanged handshakes and clasped their hands when they had brief conversations, the footage showed. Their conversations were inaudible.

Through the meeting, Kim appeared to have sent a message pushing South Korea to pursue previously agreed upon cooperative projects that would give his country much-needed hard currency, said Yang Moo-jin, a professor at Seoul-based University of North Korean Studies.

Monday's meeting appeared to be Kim's first meeting with South Koreans since his father's death. It was also the fourth time the North's media reported that Kim had visited the memorial palace since his father's death, according to Seoul's Unification Ministry.

On Tuesday, the two lead South Korean delegates met Kim Yong Nam, president of Presidium of North Korea's parliament, who often represents the country and is considered a nominal head of state, according to the APTN footage. The delegates were to return to South Korea later Tuesday.

The Kim family has extended its control over the country of 24 million people to a third generation with Kim Jong Un, who is in his late 20s and was revealed last year as his father's choice among three sons for successor.

Kim Jong Il, who ruled North Korea for 17 years, wielded power as head of three main state organs: the Workers' Party, the Korean People's Army and the National Defense Commission. His father, North Korea founder Kim Il Sung, remains the nation's "eternal president" long after his 1994 death.

Kim Jong Un was named a vice chairman of the Central Military Commission of the Workers' Party last year, but was expected to ascend to new military and political posts while being groomed to become the next leader.

Monday's reference to his new title was in a commentary in the Rodong Sinmun newspaper, the mouthpiece of the Workers' Party, urging soldiers to dedicate their lives "to protect the party's Central Committee headed by respected Comrade Kim Jong Un." Rodong Sinmun has also called on the people to become "eternal revolutionary comrades" with Kim, "the sun of the 21st century."

The language echoed slogans used for years to rally support for Kim Jong Il, and made clear that the son is quickly moving toward leadership of the Workers' Party, one of the country's highest positions, in addition to the military.

North Korea refers to Kim Il Sung as the "sun" of the nation, and his birthday is celebrated as the "Day of the Sun." State media have sought to emphasize Kim Jong Un's role in carrying out the Kim family legacy throughout his succession movement.

His titles are slight variations of those held by his father, but appear to carry the same weight. It was unclear whether the nation's constitution had been changed to reflect the transfer of leadership as when Kim Jong Il took power after his father's death.

Mourning continued, meanwhile, despite frigid winter weather, in the final days before Kim Jong Il's funeral, which is set to take place Wednesday, and a memorial Thursday.

People continued lining up Monday in central Pyongyang's Kim Il Sung Square, where a massive portrait that usually features Kim Il Sung has been replaced by one of Kim Jong Il, to bow before his smiling image and to lay funeral flowers. Heated buses stood by to give mourners a respite from the cold, and hot tea and water were distributed from beverage kiosks.

Consumer confidence perks up, house prices sag (Reuters)

WASHINGTON (Reuters) ? Improving labor market conditions lifted U.S. consumer confidence to an eight month high in December, but persistently weak house prices remain an obstacle to faster economic growth.

The sharp rise in sentiment reported by the Conference Board on Tuesday offered hope for a pick-up in consumer spending after an anemic performance in November.

"It suggests there is some real improvement in the economy. Consumer confidence really boils down to how people feel about the labor market," said Mark Vitner, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

The Conference Board's index of consumer confidence rose to 64.5 this month from 55.2 in November, beating economists' expectations for a reading of 58.3.

A separate report from Standard & Poor's/Case-Shiller showed house prices in 20 major metropolitan areas declined 1.2 percent on an unadjusted basis in October after falling 0.7 percent the prior month.

Other data offered a mixed picture of manufacturing this month, with the Dallas Federal Reserve saying factory activity weakened in its region.

But manufacturing in the central Atlantic region firmed after being flat in November as new orders and shipments increased, offsetting a modest decline in employment, the Richmond Fed said.

Still, consumers are increasingly upbeat. The Conference Board's present situation index jumped to a three-year high, with the expectations index the highest in seven months.

Last month's rise in consumer confidence largely reflects a better tone in the labor market. The unemployment rate dropped to a 2-1/2 year low in November and applications for first-time jobless benefits are the lowest since April 2008.

Despite the show of resilience, the debt crisis in Europe continues to cast a shadow over the U.S. economy.

"This good news is likely to be tested in the new year by slowing global growth and ongoing risk from Europe," said Eric Green, chief economist at TD Securities in New York.

"Still, the stronger momentum going into year-end is for real and at face value puts the economy in better position to withstand what is sure to be stronger headwinds to growth in the first half of 2012."

Stocks on Wall Street ended little changed in light trading, while U.S. Treasury debt prices rose. The dollar weakened marginally against a basket of currencies.

DEMAND FOR HOUSING PICKING UP

Despite the persistent drop in prices, housing is becoming less of a drag on the economy. Demand for housing is picking up and home sales volumes have increased in recent months.

Builders have been breaking more ground on new residential projects and home construction is expected to add to U.S. gross domestic product next year. If so, it would be the first increase since the second quarter of 2010.

"While some other housing indicators have improved over the past few months, we have yet to see most house prices measures pick up," said Daniel Silver, an economist at JPMorgan in New York.

With the labor market improving, housing could get some support. In the Conference Board survey, consumers' outlook of job market conditions brightened significantly.

The share of consumers viewing jobs as "plentiful" rose to 6.7 percent this month from 5.6 percent in November. The proportion of those viewing jobs as "hard to get" slipped to 41.8 percent from 43 percent in November.

These are the best readings for both components since January 2009.

"Households are beginning to perceive an improvement in the labor market," said Carl Riccadonna, a senior U.S. economist at Deutsche Bank.

"This could provide an important contribution to what we think may be a burgeoning positive feedback loop of improving confidence, rising consumption, expanding output and additional income growth."

The share of consumers anticipating more jobs in the months ahead rose to 13.3 percent from 12.4 percent, while those expecting fewer jobs declined to 20.2 percent from 23.8 percent.

More consumers are expecting their incomes to increase, with that proportion rising to 17.1 percent from 14.1 percent in November.

Scientists discover how water makes chili peppers hotter

The spiciest peppers tend to struggle in areas where water is scarce, a research team studying Bolivian chili peppers have discovered.

Biting into a hot chili may leave you grabbing for a glass of water, but that same spiciness leaves the pepper parched when water runs short, new research suggests.

Researchers have found that the spiciest peppers have the most trouble where water is scarce: They make fewer seeds and therefore leave fewer offspring, giving non-spicy chilies a distinct advantage in dry climates.

"There is a trade-off. The pungent plants aren't allowed to?use their water resource as well?as non-pungent plants," said study researcher David Haak of Indiana University. They do have the advantage in wetter climates, though: Non-spicy chilies are less able to fight off fungi.

Haak and other researchers grew wild chilies in a lab to study the effects of different environmental conditions, following up on five sampling trips they made to Bolivia from 2002 through 2009 where they studied the spiciness of chilies in different climates.

Spicy peppers

In 2008 the researchers discovered that the pungency of wild peppers ? determined by their amount of?spicy chemicals called capsaicinoids?? varies by where they are growing. The population of peppers they studied came from varying climates of southeastern Bolivia, from those with little water to areas where water is plenty. They found the spice-less peppers were more abundant in areas with little water.

There are threats toward the plants in each area: In the wet areas they have to fight off more fungi, which grow better in the moisture, while in dry areas they have to fight to keep the moisture they need to live. The capsaicinoids work in the chili as?anti-fungal compounds; they kill the fungi that normally would live on peppers and keep rats from eating the fruits.

In the wetter region in the southwest, "we noticed that there was an increase in this fungal pathogen and this increase in pungent plants in this population, and those?plants were also getting hotter," Haak told LiveScience. "Why do not-hot chilies still exist, if being hot is advantageous against this fungal pathogen?"

Holey plants

So the researchers studied wild plants in the lab, both spicy and not, and deprived them of water during their fruiting cycle (which normally happens during the drier seasons). The researchers found that when it's dry out, production of these chemicals can be costly to the plants: The pungent plants end up producing 50 percent fewer seeds if they are water-starved, while the non-hot plants were unaffected.

The researchers then looked at the plant's stomata ? the pores that let water and air in and out of the plant cells. They saw that the pungent plants had lots more of these little holes (40 percent greater density) than the non-pungent plants did. This could account for their water loss.

Like tomatoes and other relatives,?chili peppers?aren't very good at regulating how these pores open and close, so if they have more of them, they lose more water, Haak said.

The proteins involved in both spiciness and in building stomata are probably regulated by the same pathway, and genetic changes to this pathway could be the reason why?some plants are spicier?and have more stomata (and therefore don't deal with drought as well).

The study was published today (Dec. 21) in the journal Proceedings of the Royal Society B: Biological Sciences.

Japan probe finds nuclear disaster response failed (AP)

TOKYO ? A Japanese government report has found that the response to the nuclear crisis that followed the March 11 tsunami was confused and filled with errors.

The report submitted Monday outlined a government investigation into the nuclear disaster at the Fukushima Dai-ichi nuclear power plant. The investigation will be finished by mid-2012.

The report found workers at Tokyo Electric Power Co. were untrained to handle emergencies like the power shutdown that struck when the tsunami destroyed backup generators ? setting off the world's worst nuclear disaster since Chernobyl.

It also found that workers had mistakenly assumed an emergency cooling system had been working.

Miami Dolphins Talking Points: The first responsibility for the new coach? Sell tickets

A trio of Dolphins talking points to jump start your Thursday:

1. The first responsibility for the Dolphins? new head coach? Sell tickets.

It?s no secret that the Dolphins have had trouble at the gate this year, as the team has been forced to buy its own tickets to avoid local TV blackouts for five of seven home games. But how bad is their ticket situation right now? According to figures compiled by the Sports Business Journal, pretty bad.

Overall, NFL attendance has increased by 0.1 percent this year. But after five home games, the Dolphins had an average attendance of 59,246, a 13.8 percent decrease from last year (68,755). That?s the second-biggest drop in the NFL, ahead of only the Cincinnati Bengals, who have dropped 20.6 percent in attendance despite a surprising playoff push under rookie QB Andy Dalton.

The Dolphins are filling Sun Life Stadium to just 78.8 percent capacity, also the second-lowest figure in the league behind Cincinnati (only Cleveland, St. Louis, Tampa Bay and Washington are under 90 percent). The Dolphins have yet to fill the stadium to 98 percent capacity yet this year, and are one of three teams to host a game with less than 75 percent capacity (Cincinnati (three times) and Tampa Bay).

So this won?t be strictly a football hire for Stephen Ross and the Dolphins. The coach?s ability to excite the fan base and sell season tickets will be just as important as his philosophies and X?s and O?s.

2. Brian Billick says Dolphins must resolve front-office structure first.

Billick, the former Ravens coach who has been with Fox and NFL Network the past four seasons, was asked this morning on 560-AM if he has been contacted by the Dolphins about their coaching vacancy.

?No, I haven?t,? he said on The Joe Rose Show. ?We?re a long way from that kind of speculation.?

Billick said the Dolphins have more on their plate than just hiring a head coach. He didn?t mention Carl Peterson by name, but obviously Peterson?s role with the team needs to be resolved (will he be Jeff Ireland?s boss? Will he remain just an advisor?) before a team can hire a coach.

?I think they still have some structuring to do to decide how they want to piece the top end of that organization together, before they can go and approach and sit down and present to any coach to say OK, here?s the partnership that we?re advocating that we can put together,? Billick said.

Billick said he?s never met Ireland before, and while that wouldn?t preclude him from coming to Ireland, he would only take a coaching job if he?s confident in the relationship he would have with the general manager.

?This has become a general manager?s league to a large degree, and a lot of GMs are looking for a guay that I can lock in his room, feed his meals under the door, and just crank out a brilliant game plan,? Billick said. ?Regardless of who Miami wants to pursue ? and this is true of all the other clubs ? you?ve got to pursue a partnership.?

And if you?re wondering if Billick would keep Miami?s defensive staff intact if he were given the job, here?s all you need to know:

?There?s no better defensive coordinator in the league than Mike Nolan,? said Billick, who worked with Nolan as his coordinator from 2002-04 in Baltimore. ?Outstanding vision for the game. There?s no better coach than Mike Nolan, I promise you.?

3. Will Allen deserves a lot of credit for the secondary?s turnaround.

The Dolphins? secondary has been making plenty of big plays lately, with nine interceptions in their last seven games, but Allen doesn?t have one of them. The Dolphins? third cornerback, he has modest stats this year ? 39 tackles, three passes defended and zero interceptions.

Allen, though, deserves a lot of credit for the secondary?s turnaround, particularly for helping the development of young guys such as Vontae Davis, Sean Smith, Nolan Carroll and Jimmy Wilson.

?Will is so smart, he knows everything before it happens,? Smith said. ?He?ll call it out, and you?re nodding your head when he?s doing it, but you?re thinking, ?Nah, no way.? And then it happens, and he?ll come back and explain why. To know somebody out there is thinking like that, it takes our game to another level.?

Allen was a mere afterthought for the Dolphins during training camp. An 11-year veteran, Allen hadn?t played since tearing his ACL in Week 6 of the 2009 season, and although former coach Tony Sparano said Allen was competing with Benny Sapp for the starting nickel job this year, Allen didn?t feel like that was the case.

Allen pulled his hamstring two days into camp, making his situation worse.

?I felt like in training camp I really didn?t get a chance to compete at all,? Allen said Wednesday as the Dolphins prepared to face the Patriots. ?I feel like I didn?t get a fair shot, but that was on me. Maybe I should?ve had myself in better shape.?

Allen was cut by the Dolphins at the end of training camp but re-signed after the Dolphins cut Sapp after the Week 1 meltdown against the Patriots.

Yet Allen has made a big impact on the Dolphins? secondary during the second half of the season. Used only as a third cornerback, he led the Dolphins with seven tackles last week against Buffalo, and batted down a pass, as well.

Allen, 33, isn?t thinking about retirement.

?This is not the end for me by a longshot,? he said. ?The thing I feel the most confident about is that my body feels better now than it has all year.?

Security increased at Mayor Wright Homes

Pete Tiupita says the number of fights at Mayor Wright Housing appears to have escalated during the holidays.

"It's like an everyday thing," he says. "A group of hooligan kids starting ruckus around here."

Earlier this month a fight broke out at the housing complex and ended in a stabbing. Yesterday afternoon, witnesses say a group gathered near the housing playground and started fighting in broad daylight.

The Hawaii Public Housing Authority said in a statement: "In this case, our understanding is that many of the individuals involved in the incident are non-residents and were the guests or family members of certain residents."

"Yeah I go get my brother and sister if you hit me or I go get my uncles, you know," says Tiupita, explaining how the fights start.

Residents say it's an ongoing issue, with non-residents causing problems on the property.

In September, 24 year-old TJ Mori was fatally stabbed in the back. HPHA said both Mori and the suspect were not residents of Mayor Wright but had been visiting relatives at the housing project.

"I hope the situation here will be better, we are not secure if these fights always ensue," says resident Kachusy Silander.

Following a similar rash of violence at Kalihi Valley Homes last year that included fights, a stabbing and a shooting, HPHA began a mandatory curfew.

HPHA said in a statement that to ensure safety at Mayor Wright Housing "We have increased the 24 hour security at the property. We are also working in cooperation with the Honolulu Police Department and the Sheriff Division through the holiday weekend."

Residents hope the added security presence pays off.

"Much safer, at least frequent patrolmen coming onto the property will be much, much safer," says Silander.

HPHA did not say how long this beefed up security will last.

Obama presses Boehner to compromise on tax deal (Reuters)

WASHINGTON (Reuters) ? In a bid to end a worsening standoff over extending a tax break for Americans, President Barack Obama urged Republican House of Representatives Speaker John Boehner on Wednesday to pass a short-term extension and return to talks on a year-long deal in the New Year.

While Boehner showed no immediate signs of backing down on his demand that Congress tackle the long-term deal to extend a payroll tax cut before it expires at year's end, calls for compromise in his own party grew. With 2012 elections looming, some Republicans fear they will be blamed for letting the tax bill rise on January 1 for 160 million Americans.

Obama telephoned Boehner and Senate Majority Leader Harry Reid, a Democrat, to stress his willingness to work with Congress to get an agreement on the expiring payroll tax cut for 160 million Americans, White House spokesman Jay Carney said.

Obama asked Boehner and House Republicans to drop their opposition to a short-term measure that the Senate passed overwhelmingly at the weekend and signaled an unwillingness to reopen negotiations now, as Republicans are demanding.

Obama and many economists say the payroll tax cut is crucial to the country's fragile economic recovery.

"The president reiterated the need and his commitment to work with Congress to extend the payroll tax cuts for the entire year," Carney said, adding that the two-month extension negotiated by the Senate was "the only option to ensure that middle class families are not hit with a tax hike in 10 days."

While Obama is not reopening talks, his gesture on Wednesday might be seen as a nod to Republican demands. It came just hours after Republican House Majority Leader Eric Cantor called for the president to get directly involved to resolve the dispute.

Meanwhile, House Republicans have been coming under heavy fire from fellow Senate Republicans and conservatives over their refusal to consider the two-month deal eked out by the Senate leadership on Friday night. Senate negotiators had been unable to agree on how to pay for a longer-term extension.

'WHEN PAYCHECKS GET SMALLER'

"The smartest thing for (House Republicans) to do would be to pass this (bipartisan Senate bill), live to fight another day and then push for a full-year extension," a senior Senate Republican aide said.

"If and when paychecks get smaller, people are going to ask, 'Why?'" the aide said. "We (Republicans) get the blame, Washington gets the blame and it won't be great for Senate Democrats either," the aide said.

The standoff caps a tumultuous year in U.S. politics that has raised serious concerns among both voters and investors about Washington's ability to make sound economic policy and slow the growth of its trillion dollar-plus deficit.

In the final days of the payroll tax cut debate, Republicans

are in unfamiliar territory after a year of largely winning the battle on taxes and budgets. They are now struggling to live up to their reputation as the party of lower taxes, while hardball tactics that had served them well before might now backfire.

Boehner's control over his caucus, which includes many Tea Party movement-aligned fiscal conservatives, has also come under increased scrutiny after House members revolted against the Senate deal.

Senate Democrats, sensing they have a political advantage on an issue that has sharply divided Republicans in the Senate and the House, are refusing to reopen negotiations. Most have already left Washington for the holidays.

The showdown has the potential to deliver a political lift to Obama and his Democrats at the expense of Republicans who want to make 2012 a referendum on Obama's handling of the economy.

"Obama doesn't have to offer that much right now," said Julian Zelizer, a political historian at Princeton University. The Republicans are the ones that have come out looking bad. Obama isn't putting much on the table beyond saying think twice about this and let's reach an agreement."

Obama seemed to agree. After the calls to Boehner and Reid, he went Christmas shopping with dog Bo while his wife and daughters waited for him to join them in Hawaii.

EMPTY CHAIRS

The day started off with mounting pressure on Boehner and House Republicans to end the standoff, from Reid to fellow Republicans to the opinion page of the Wall Street Journal.

As the war of messages escalated, Boehner called reporters, photographers and TV crews to a room on Capitol Hill where he sat at a high-glossed wooden table flanked by Cantor and eight House Republican negotiators.

"We are here ready to do our work," Boehner said. Across the table were the empty chairs reserved for the Democratic negotiators.

An editorial in the Wall Street Journal, which has often disagreed vehemently with Obama's economic policies, gave Republicans a scathing critique of their handling of the payroll tax cut issue, saying they "achieved the small miracle of letting Mr. Obama position himself as an election-year tax cutter."

The editorial urged Republicans "to cut their losses and find a way to extend the payroll holiday quickly."

The Wall Street Journal editorial page often gives insight into the thinking of leading conservatives in U.S. business and politics. Wednesday's editorial, headlined "The GOP's Payroll Tax Fiasco" suggests widespread anxiety among conservatives over the House Republican tactics.

A number of Republican senators have also blasted their House colleagues over their handling of the issue.

Republican Senator Scott Brown said: "House Republicans would rather continue playing politics than find solutions" and added that their actions would damage a fragile economy.

If the Congress cannot reach a deal by December 31, the payroll tax American workers pay to fund the Social Security federal retirement program will rise immediately to 6.2 percent, from 4.2 percent.

Many economists and the White House warn that U.S. economic growth will suffer in 2012 as most workers would be hit with an effective $1,000-a-year tax hike.

Republican congressman tells Ohio GOP chair to end public spat with governor for good of the party

COLUMBUS, Ohio - A long serving Columbus Republican congressman is urging his state party chairman to get back to working for the GOP "instead of tearing it down."

A frustrated Congressman Pat Tiberi confirmed that he sent an email to Ohio Republican Party Chairman Kevin DeWine on Wednesday after the chairman this week took his spat with Republican Gov. John Kasich on television, accusing Kasich of trying to unseat him.

Other key Republicans are also stepping forward after seeing DeWine's interview on Ohio News Network's Capitol Square and are urging him to settle his differences with Kasich or quit.

A spokesman for DeWine said the chairman was traveling on Thursday and would not be available for comment.

"I have never seen a county or state GOP chairman level the kind of attacks you did this past weekend against one of our sitting officeholders," Tiberi wrote to DeWine in an email obtained by The Plain Dealer. "Attacking Republicans is not the job of the chairman of the ORP."

It is no secret that Kasich and DeWine do not get along, a tiff that reaches back well before Kasich took office last January. The problems appear to focus generally on DeWine's party leadership style and how receptive and accessible he is to Republican candidates, though the chairman can boast a highly successful 2010 election cycle.

This much is clear: Republicans are embarrassed by a dispute that has now gone public just as the country heads into a major presidential election year where Ohio again figures to be a key state for the GOP's hopes of beating Democratic President Barack Obama.

"In a year when it is essential that our party is unified so we can win back the White House, your repeated PUBLIC attacks on the leader of our party and other Republican leaders who support his call for a new chairman undermine that," Tiberi wrote. "They must cease immediately."

Kasich, frustrated over the leadership of the party and his perceived lack of party support during his gubernatorial campaign in 2010, met with DeWine in January and asked him to resign. DeWine declined and the battle between the two leaders has boiled beneath the service ever since -- until recently.

DeWine appeared on the Capitol Square television program on Sunday and accused Kasich of mounting a campaign to unseat him. The chairman post is voted on by the party's 66-member state central committee. Those members are up for re-election in March.

Kasich officials have not denied DeWine's claim that they plan to run candidates against some of the central committee members. Since DeWine won't quit, Kasich wants to gain control of the committee and get the two-thirds majority -- 44 votes -- he would need to unseat the chairman in the middle of his term.

"What's troubling is when the governor's allies, agents, lobbyists, political consultants, what have you, are going after incumbent members of the committee," DeWine said on Capitol Square. "They took an unprecedented step to endorse him, his candidacy."

DeWine even suggested that Kasich directed his employees while on state time to collect the signatures needed to help qualify some people for the central committee ballot. If that were true, it would be against the law.

Kasich's staff has vehemently denied that any employees were improperly used to gather signatures.

"What is so troubling is that you have the governor's -- in some of these cases -- employees. . . going after the committee who through no fault of their own simply poured their blood, sweat and tears into helping this guy get elected," DeWine said. "And the thanks they get is (Kasich's) staff working to gin up a contest in their re-election to the committee."

Those comments upset Tiberi and other Republicans according to records obtained by The Plain Dealer.

"It must be the responsibility of the state chairman to find a solution to the party's internal differences, not exacerbate them in public," Debbie Walsh, executive director of the Summit County Republican Party, wrote to DeWine Monday. "No matter what the other circumstances, to publicly criticize a sitting governor and his team is to undermine our own party."

Joyce Houck, a central committee member from Huron County, sent a message to other committee members on Wednesday suggesting that if DeWine can't resolve this dispute quickly, he should step down.

"When Kevin DeWine ran for chairman of the Ohio Republican Party I thought he was the man for the job. I stuck my neck out and endorsed him before the election," Houck wrote. "Obviously I was wrong."

Tiberi was not the first prominent Republican to speak out against DeWine. DeWine met with the central committee on Dec. 2 to complain about Kasich and the likelihood the governor would try to replace many of them.

That prompted Ohio House Speaker Bill Batchelder to issue a letter to his caucus calling DeWine's speech to the committee an "unprovoked attack" and an example of "questionable leadership tactics and poor decision making."

And in October, Hunting Valley businessman and Republican donor Jon Lindseth, who has given $200,000 to GOP candidates since 2001, emailed DeWine: "Enough is enough. You crossed the line. Time for you to resign."

Tiberi declined to comment other than to confirm he sent the email to DeWine. In the email, Tiberi alludes to past problems he had with the chairman, saying he couldn't even get his phone calls returned last year when he was running for re-election.

Tiberi's email also suggests that he and DeWine had just spoken about their agreement to keep the party infighting "out of the press," which he now accuses DeWine of reneging on.

"Please heed the many public and private calls I know you are receiving and return to your work to grow the party instead of tearing it down," Tiberi wrote.

Odd holiday traditions for David Letterman (AP)

NEW YORK ? Think holiday traditions and mistletoe, eggnog and caroling come to mind. David Letterman's Christmas includes target practice at a giant meatball, the Lone Ranger and singer Darlene Love.

Each has become part of CBS "Late Show" lore through the years, their appearances anticipated by fans like wrapped presents under a tree. The traditions return Friday.

Comic Jay Thomas will be back to try to knock a meatball off the top of a Christmas tree with a football and recount his Lone Ranger anecdote again. Love will sing "Christmas (Baby Please Come Home)" as fake snow flutters to the stage.

"The best traditions are the ones you can't plan," said Rob Burnett, executive producer of "Late Show."

"These happened very organically on our show and it is very silly and very goofy. It makes sense with the sensibility of the `Late Show' to be part of our tradition."

Letterman's on-set Christmas tree is frequently decorated with oddities, such as the meatball on top instead of a star, angel or bow.

It all started one night back in 1998 when New York Jets quarterback Vinny Testaverde was a guest. He and Letterman picked up footballs and began tossing them at the tree, aiming for the meatball. Watching their failures impatiently from the wings was Thomas, former quarterback at tiny Central Piedmont Community College in Charlotte, N.C.

Thomas had discussed trying the target practice with Letterman before the show, but no one told that to stage manager Biff Henderson. He blocked Thomas from going out onstage.

"I fake to the right and Biff goes to catch me and I run around him like a scramble," said Thomas, who picked up a football and threw with laserlike accuracy at the meatball, accomplishing in one throw what the NFL quarterback couldn't in several.

Testaverde has been forgotten, but Thomas is invited back each year to see if he can repeat his feat.

Around the same time ? Thomas isn't sure exactly when ? Letterman heard about a story Thomas told of his time as a radio DJ in the South when he and a friend had to give a ride to Clayton Moore, star of television's "Lone Ranger." We won't be spoilers; Letterman has called it the "best story I've ever heard."

The story, too, is repeated each year. Thomas said he and Letterman have never discussed why it has become a tradition. It just has.

"It is the craziest thing I have ever been a part of," he said.

Thomas practices before each appearance, taking a football into Central Park and aiming at a particular tree branch.

Two years ago Letterman knocked off the meatball with his own throw before Thomas even came out onstage, leaving the comic ? whose acting career has cooled ? to moan in fake distress: "This is all I have!"

Last year Thomas needed a cortisone shot to make the show after he had injured his shoulder throwing a golf ball. "They're shooting me up like a racehorse to make $760 and hit a friggin' meatball," he said.

He's heard from plenty of people who look forward to his annual appearance, including a well-known Hollywood movie director. The power player, who Thomas wouldn't name, confessed that he's bipolar and often plays a recording of the holiday show when he's glum. Thomas is glad to cheer up the director. He'd like it even more if he could get an audition for one of the man's movies.

The Darlene Love tradition has deeper roots. Letterman bandleader Paul Shaffer learned early on when he tried to play "Monster Mash" on Halloween that his boss isn't much into holiday music. But Love's "Christmas (Baby Please Come Home)," originally recorded for the landmark 1963 holiday album "A Christmas Gift for You," is "the one place where his and my holiday tastes coincide," Shaffer said. "He loves the song."

Shaffer was performing with Love in Ellie Greenwich's musical "Leader of the Pack" in winter 1984 and Letterman came to see them. Shaffer isn't sure which man had the idea of inviting her on the show ? then televised on NBC ? but everyone was pleased with the results.

The first time, Shaffer accompanied Love with a quartet. As the years went on musicians were added to approximate original producer Phil Spector's "Wall of Sound," and upward of 20 musicians and singers have been onstage with Love.

Each year's twist involves how red-suited saxophone player Bruce Kapler will appear for his solo: One year he burst through a chimney. The widow of famed sax session player Steve Douglas, who played on the original "Christmas (Baby Please Come Home)" recording, sold Shaffer the horn used on that session, and Kapler borrows it each year for Love's appearance.

Letterman's staff has a real emotional connection to the song, enhanced with the passage of time, Burnett said.

"Every year there's a moment in the song, where she is hitting it full blast and the confetti comes down, just about every staff member ? even the toughest stagehand ? you can see just choking it back," he said.

All of it ? the football, the meatball, the anecdote and the song ? make for an odd mix. But Letterman can be an odd man.

"If Dave didn't enjoy it, it wouldn't be on TV," Burnett said.

The 13th Sunday of the NFL season brought bad luck for plenty of teams.? But good luck for others.

And that?s the extent to which I?ll force a triskaidekaphobia-inspired introduction onto this week?s edition of the Monday 10-pack.

Actually, I could also expand the normal list of 10 takes to 13.? Luckily enough, I know not to take on the extra work.

1.? Packers close in on 16-0.

Many believed that, if the Packers could get past the giant-killing Giants in Week 13, the defending Super Bowl champs would be virtually guaranteed a perfect regular season.

Given the current state of the four remaining opponents, that outcome is looking more and more likely.

For starters, the Raiders looked ragged in Miami; they next come to Lambeau Field on Sunday.? Then, the Packers head to Kansas City.? Though the Chiefs possibly will avoid being blown out, it?s a stretch to imagine them beating the Packers.

Then come the back-to-back season-ending home games, which suddenly look a lot easier, given the injury-fueled implosion of the Bears and the penalty-driven collapse of the Lions.

The broader question becomes whether the Packers can win the following three games ? the ones that really count.? The added pressure of becoming the first 19-0 team in league history won?t help.? The larger challenge could come, ironically, from the frozen tundra of Lambeau Field.? If it?s cold, wet, windy, etc. on a January day when a team like the 49ers come to town, the Packers? home-field advantage could be neutralized, since the Niners excel at running the ball and stopping the run.

2.? Silver lining for the Giants.

In 2007, the Giants hosted the 15-0 Patriots.? In a game with no playoff implications for either team, New York stayed within three points, losing late by a score of 38-35.? The near miss gave the Giants a surge of confidence that propelled them through the playoffs and into a rematch with the Patriots.

And if you don?t know what happened when they played again, the sport is called football.? We hope you become a fan of the game.

This time, another 38-35 home loss to another unbeaten juggernaut could provide similar confidence to a Giants team that sits one game behind the Cowboys, with two games to play against them.? Though there are many differences, the Giants could use the fact that they gave the Packers everything they could handle as the bucket of ice water to snap the Giants from yet another late-season funk.

If it doesn?t happen, it could be the last late-season funk over which coach Tom Coughlin ever presides.

3.? Bears ready to break glass in event of emergency.

When Sunday began, the always-accurate Jay Glazer reported that the Bears are ?absolutely not interested? in free-agent quarterback (and Chicago native) Donovan McNabb.

When Sunday ended, our colleague John Mullin of CSNChicago.com was reporting that the Bears would now consider adding McNabb.

The change of heart demonstrated the degree of desperation that the Bears already are feeling.? Quarterback Caleb Hanie has been dreadful (three more picks on Sunday), rookie Nathan Enderle isn?t ready, and Josh McCown is, well, Josh McCown.? Although serious questions remain regarding the fitness, work ethic, and skills of the 13-year veteran, McNabb remains a better option than any of the three healthy quarterbacks currently on the roster, combined.

But even McNabb may not be enough to make a difference, especially if running back Matt Forte misses more than a game or two with a partially torn MCL.

With offensive coordinator Mike Martz already reportedly set to be dumped, coach Lovie Smith could be on the hot seat (again) in 2012, if the Bears don?t make it to the postseason in 2011.? That?s why they?re now inclined to consider giving McNabb a chance, even if there?s not much of a chance he?ll make them any better.

4.? Chargers aren?t dead yet.

It?s easy to assume that the San Diego Chargers will end up on the outside looking in when the season ends.? At 4-7 and with six straight losses, there?s no reason to believe that Chargers can turn it around.

But there?s one curious fact, based on something the Chargers accomplished three years ago.

In 2008, the Chargers lost eight of the first 13 games, and they trailed the 8-5 Broncos with three weeks remaining in the regular season.? But San Diego won the final three games.? Just as importantly, the Broncos lost the final three games.

When the dust settled, the Chargers made it to the postseason as the AFC West champs, they beat the Colts in the wild-card round, they gave the Steelers more of a fight than expected the following week, and the Broncos fired Mike Shanahan.

It?s not likely that the Chargers will pull it off again, but that one slice of history means that, for now, we can?t rule anything out.? Especially with the Raiders suddenly looking worse-than-ordinary and the Cinderella Broncos a shattered slipper away from falling apart.

5.? Team Tebow will be tough to beat in January.

It would be dangerous, however, to assume that the clock will strike midnight for Tim Tebow before the postseason.? With each passing week, the Broncos gain more and more confidence, knowing that as long as they can stay within a score of the opponent, Team Tebow can ultimately prevail.

And that attitude will serve them well in January, when confidence becomes nearly as important as talent.? Adversity eventually strikes every playoff team (except for the 1985 Bears), and the Broncos know how to overcome it because they?re doing it on a weekly basis.

Then there?s the fact that, as the media attention increases, Tebow will continue to be the focal point of it, he?ll be ready for it based on all the attention he has absorbed throughout his career, and it?ll allow his teammates to go about their business without being caught up in the distractions.

Some thought Michael Irvin was crazy to suggest Tebow can take the Broncos to the Super Bowl.? It arguably would be crazier to presume that he can?t.

And it?s even crazier to continue to assume that he?s a gimmick quarterback.? On Sunday, Tebow ran the ball only four times.? In contrast, he completed 10 of 15 passes for 202 yards and two touchdowns, good for a passer rating on 149.3.

Though his mechanics remain flawed and his accuracy remains at times coincidental, Tebow?s passing numbers compare favorably to those of his predecessor, Kyle Orton.? As Football Night In America editorial consultant Elliott Kalb pointed out after Sunday?s game, Tebow has now thrown 158 passes; Orton threw 155.? While Orton has more completions and a higher completion percentage, Tebow has more yards, a higher per-attempt average, more touchdowns (10 for Tebow, eight for Orton), far fewer interceptions (one for Tebow, seven for Orton), and a passer rating more than 12 points higher.

Most importantly, Tebow has six wins in seven starts.? Even if John Elway?s body language suggests that he doesn?t like the way it?s happening, it?s impossible to argue with the results.

It?ll be even harder to do that if (when) the Broncos start knocking off some of the supposedly elite AFC teams in the playoffs.

6.? Ravens may no longer need Ray Lewis.

After Ravens linebacker Ray Lewis injured a foot three weeks ago in Seattle, rumors swirled that Lewis would not play again this season.? Coach John Harbaugh dismissed the notion that Lewis won?t be back, but he already has missed three of the final seven games.? Jason La Canfora of NFL Network suggested on Sunday that Lewis could be back in Week 15, if Baltimore needs to win the game.

Given that the Ravens, Steelers, Patriots, and Texans are each 9-3, the Ravens will need to win the game.? But here?s the thing.? They?ve shown they don?t need Ray Lewis.

And this could be the best way for the post-Ray Ravens to realize that they?ll be fine after he inevitably retires.? The training wheels came off on the fly, the Ravens kept peddling, and they?re 3-0 without him.

More importantly, they?ve found a way to win against an inferior foe on the road the week after a huge victory.? That?s something Lewis couldn?t will them to do in three prior chances this season.

Though the Ravens will find a place for Lewis as long as he wants one, the team?s success without him suggest that, if the foot keeps Lewis from playing again this year and if the Ravens can continue to thrive, it could be the right time for him to realize that it?s the right time to move on.

7.? Peyton?s place may no longer be in Indy.

Another face-of-the-franchise-type player could be leaving his team under far different circumstances.? The Colts and quarterback Peyton Manning continue to careen toward an inevitable No. 1 pick in the draft and a $28 million option bonus that comes due to Manning in early March.

In a lengthy interview on the CBS pregame show, which somehow seemed even longer than it was, Manning disputed the recent suggestion from Vice Chairman Bill Polian that the two men discussed the possibility of the team picking a quarterback, explaining that the conversation occurred two years ago.? That discrepancy suggests a deeper disconnect that could drive the two sides apart.

Then there?s the ominous explanation from Manning that the eventual decisions regarding his future will become apparent in March.? That?s a far cry from Manning?s past proclamations that he?ll never play for another team.

Don?t be surprised, then, if Manning decides to move on.? The bigger question is whether he?ll play elsewhere in 2012 or whether, like former Colts receiver Marvin Harrison, Manning won?t find an alternative destination that will pay him top-of-the-market money and that will give him the ingredients for the success that Peyton craves.

8.? Raheem is nervous, and he should be.

Bucs coach Raheem Morris has become increasingly skittish this season, most recently dropping an ?F? bomb while discussing his decision to take a page from the Mike Singletary coaching playbook.? Morris is nervous for a very good reason.

Morris has a contract that runs through 2012.? While G.M. Mark Dominik received earlier this year a four-year extension, Morris hasn?t.

And so after the 2011 season, the Bucs need to decide whether to extend Raheem?s deal, to let him coach as a lame duck, or to move on.

Though there?s currently no obvious reason to believe that the Bucs will fire Morris, Morris knows that plenty of stuff can be happening behind the scenes.? He knows this because, in early 2009, he and Dominik were the guys who secretly were being lined up behind the scenes to replace former head coach Jon Gruden and former G.M. Bruce Allen.

So what?s happening behind Raheem?s back now?? He?s surely wondering about that, and that?s surely making him even more anxious than he should be.

Some would say that, by taking the job held by his former boss while his former boss didn?t know he?d be the former boss, Morris deserves a similar fate.? Regardless, his own experiences are now making him wonder what ownership may be cooking up without his knowledge.? And if ownership isn?t up to something, they need to extend Raheem?s contract sooner rather than later, in order to put the coach?s mind at ease regarding a dynamic that ownership utilized when hiring him in the first place.

9.? Chris Johnson moves closer to being Chris Johnson again.

Last week, Titans running back Chris Johnson rushed for 190 yards.? It created the impression that Johnson has finally rediscovered the magic that fueled a holdout that caused him to lose said magic.? But the tape showed a guy who still couldn?t explode like he did earlier in his career.

This week, Johnson added another 153.? And there were hints that he?s getting closer to rediscovering his ability to hit a hole and explode vertically, untouchable even by men who think they have an easy angle on him.

If Johnson can get it back this year, the Titans could be a major factor.? The No. 6 seed remains up for grabs, with a total of five five-loss teams, each of whom hold a two-game lead over the next cut of contenders.? The Titans are among that quintet, and they?re likely the most overlooked.? With Johnson churning up the yardage and getting closer to playing like his old self, maybe they shouldn?t be.

10.? Schwartz needs to get his team under control.

Much has been said about the stomping incident committed on Thanksgiving by Lions defensive tackle Ndamukong Suh.? More should have been said about the role of coach Jim Schwartz in nudging his players toward the line over which Suh leapt, and then pretending to have no responsibility when it happened.

Schwartz wants his defensive players to be salty, nasty.? It makes them more aggressive, which makes them more intimidating and thus more effective.? The mindset traces directly to Schwartz?s time in Tennessee where, despite having an influential position on the Competition Committee, Titans coach Jeff Fisher cultivated a chippy defense that wasn?t above a periodic punch or kick or, as the case may be, cleat stomp on a bare forehead.

With Schwartz enabling and/or creating Suh, other players have followed suit ? on offense.? Last night, receiver Titus Young drew a drive-killing penalty for an open-handed blow to the head worse than the one that got Richard Seymour ejected in Miami.? Then, tight end Brandon Pettigrew, during a late-game drive even more deliberate than Donovan McNabb?s punt-pass-and-puke effort in Super Bowl XXXIX, actually shoved an official.? Amazingly, Pettigrew wasn?t ejected.

At some point, Schwartz needs to be held responsible for the conduct of his players.? The NFL decided this year to implement a procedure for fining teams based on certain player misconduct; the program needs to be expanded to take money out of the coaches? pockets, too.

Then again, if enough dumb penalties contribute to enough losses, coaches like Schwartz ultimately will be held accountable, since they?ll be fired.

McDonald?s In Hong Kong To Offer Wedding Services!!


Always dreamed about getting married at McDonald?s? Well now all you have to do is go to Hong Kong to make your dreams come true! The weddings are fast and cheap, just like the food, and the wedding cake is actually made with apple pies. Don?t have a dress? No problem, McDonald?s is also offering dressed made from balloons. Marriage ceremonies are now on the menu at McDonald?s restaurants in Hong Kong for local couples looking for a cheap and easy way to celebrate their love.

Launched in January, McDonald?s Wedding Party is approaching its one-year anniversary. So far, it is only offered in Hong Kong.

The service has proven popular with a younger crowd that grew up with the golden arches, often throwing birthday parties at McDonald?s as children. Now that they?re in their 20s and 30s, it makes sense that they would want to host wedding parties there, too, according to Ruoyun Bai, a professor of Chinese culture at the University of Toronto.

?By offering engagement and wedding packages to these young people, McDonald?s might be seen as trying to tap into a sense of nostalgia,? she said. ?It can be seen as evidence of how successfully McDonald?s has re-created itself as a local brand in Hong Kong.?

Some locals call themselves ?diehard fans? of McDonald?s food and mascots, said Shirley Chang, managing director of McDonald?s Hong Kong.

?McDonald?s is part of the collective memories for many Hong Kong people,? she said in a news release.

Unlike customers in the West, those in Hong Kong don?t necessarily see a McWedding as tacky because they don?t perceive the brand as lowbrow, Bai said, adding that McDonald?s food is more expensive than meals at a mid-range restaurant serving local cuisine.

?I think it?s their strategy to create a high-end image in Asia, in China.?

There are now more than 200 McDonald?s restaurants in Hong Kong since the first opened in 1975. But unlike in mainland China, where the first McDonald?s opened in 1990, McDonald?s success in Hong Kong has little to do with residents? fascination with the West, said Bai.

?Maybe in the early days of McDonald?s entry into Hong Kong, it was regarded as the symbol of the West,? she said. ?But several decades later, I do not think people eat at McDonald?s in order to seek an American cultural experience.?

The basic ?Warm and Sweet? wedding package starts at $9,999 Hong Kong dollars ($1,320 Canadian), including venue rental, decoration, audio equipment, MC, 50 invitation cards, a wedding gift, guest gifts and $3,000 Hong Kong dollars worth of McDonald?s food ($396 Canadian).

Other options include a ?cake? made with stacked apple pies and wedding gowns constructed from balloons.

McDonald?s also offers a few kitschy themes for wedding decor and invitations, such as one with Ronald McDonald, Hamburglar and other McDonaldland characters on a Pepto-Bismol pink backdrop.

Couples can throw their wedding ceremony, engagement party or anniversary party at three McDonald?s restaurants in Hong Kong. Each venue accommodates 50 to 100 guests.
