World powers worry Syria sliding to civil war

GENEVA (AP) ? World powers share a belief that Syria could descend into civil war and plan to map out possible ways to avoid such a disaster for the region, a deputy to international envoy Kofi Annan said Wednesday.

Jean-Marie Guehenno told reporters after privately briefing the U.N. Security Council, the world body's most powerful unit, that diplomats are deeply troubled by Syria's cycle of violence.

"I believe that in the council there's an understanding that any sliding toward full-scale civil war in Syria would be catastrophic, and the security council now needs to have that kind of strategic discussion on how that needs to be avoided," Guehenno said in Geneva after speaking to the New York-based Security Council by videoconference.

However, there was no indication that Russia, one of the veto-wielding permanent members of the Security Council, was changing it's position on Syria.

Dmitry Peskov, President Vladimir Putin's spokesman, was quoted as saying by the ITAR-Tass news agency Wednesday that "there can be no talk" about a shift in Russia's stance on Syria under foreign pressure.

Russia, along with China, has twice shielded Syrian President Bashar Assad's regime from the U.N. sanctions over his crackdown on protests. Syria is Russia's last ally in the region, providing Moscow with its only naval base outside the former Soviet Union and a top customer for Russian weapons industries.

Guehenno, the Annan deputy and a former U.N. peacekeeping chief, also warned of the possibility of outside groups and terrorists taking advantage of the violence. "In any situation where there is a risk of civil war you have opportunistic actors, if one can say that, that can try to exploit that," he said.

Guehenno said he told the closed session of the 15-nation council that Annan's six-point peace plan to end the 15-month conflict must be fully implemented and that political process must include talks between the Syrian government and the opposition.

"It's very important that the Security Council be united in pushing for a political process," Guehenno said.

Annan held talks with Assad in Damascus on Tuesday following the weekend massacre in Houla of more than 100 people, many of them women and children.

At the U.N. headquarters in New York, Germany's U.N. Ambassador Peter Wittig said Guehenno told the council that while Annan was in Damascus he appealed to Assad's government "to take bold steps forward" to end to end the violence immediately and implement the peace plan.

U.S. Ambassador Susan Rice said the worst but most probable scenario in Syria is a failure of Annan's peace plan and a spreading conflict that creates "a major crisis" not only in Syria but also region-wide.

"And members of this council and members of the international community are left with the option only of considering whether they are prepared to take actions outside of the Annan plan and the authority of this council," she told reporters.

The best scenario would be for the Syrian government to immediately start complying with the plan, she said, but that doesn't seem to be "a high probability."

And if Assad refuses to implement it, Rice added, then the Security Council should set aside its differences and up the pressure on Syria with added sanctions.

Minutes after she spoke, Russia's U.N, Ambassador Vitaly Churkin told reporters that "our attitude to sanctions frankly continues to be negative."

But Rice, Churkin and other council members agree the best scenario is full implementation of the Annan plan, with talks between opposing sides, despite the increasing worry that will never happen.

They also agree on the need for all sides to immediately halt the violence and for Syrian troops and heavy weapons to be withdrawn from towns and cities, with the government also providing access to detainees, journalists and humanitarian workers.

Annan said in Damascus that the situation has reached "a tipping point" and many council ambassadors agreed, including Rice.

"I think we may be beginning to see the wheels coming off this bus," she said.

Britain's U.N. Ambassador Mark Lyall Grant said Guehenno and one of his French successors, the current U.N. peacekeeping chief Herve Ladsous, provided a grim briefing.

Lyall Grant said there was a sense of "revulsion" at the weekend massacre and the increase in extremist attacks with a new sectarian element, all of which are throwing up roadblocks to Annan's peace plan.

"The key thing is unity of the council," he said, calling for discussion at the U.N. and in world capitals on how to avoid a civil war in Syria.

Judge: Auto dealers must disclose loan rate reasoning

WASHINGTON (Legal Newsline) ? A federal judge ruled Thursday that automobile dealers who use third-party financing transactions must tell borrowers who receive higher interest rates the reason for the adverse rates.

Judge Ellen Huvelle of the U.S. District Court for the District of Columbia upheld the Federal Trade Commission?s determination that auto dealers must comply with this provision even when they engage in ?three-party? financing transactions, in which the dealer agrees to extend financing to a consumer and then immediately assigns the loan to a third party, such as a bank or finance company.

When lenders establish an unfavorable interest rate by relying on a credit report, the Fair Credit Reporting Act requires them to notify the consumer and provide instructions on how the consumers can obtain a copy of their credit history report and, if necessary, dispute and correct any false or incomplete data. One of the purposes of the statute is to help prevent identity theft.

But the National Automobile Dealers Association argued that it should be exempt from providing this notice. It argued that when only the third party, and not the car dealer, actually obtains the credit report, then the car dealers should be exempt from providing any disclosures to the consumers.

Marriage may make people happier

ScienceDaily (May 30, 2012) ? Married people may be happier in the long run than those who aren't married, according to new research by Michigan State University scientists.

Their study, online in the Journal of Research in Personality, finds that although matrimony does not make people happier than they were when they were single, it appears to protect against normal declines in happiness during adulthood.

"Our study suggests that people on average are happier than they would have been if they didn't get married," said Stevie C.Y. Yap, a researcher in MSU's Department of Psychology.

Yap, Ivana Anusic and Richard Lucas studied the data of thousands of participants in a long-running, national British survey. They set out to find whether personality helps people adapt to major life events including marriage.

The answer, essentially, was no: Personality traits such as conscientiousness or neuroticism do not help people deal with losing a job or having a baby.

"Past research has suggested that personality is important in how people react to important life events," Yap said. "But we found that there were no consistent effects of personality in how people react and adapt to these major events."

In general, similar-aged participants who did not get married showed a gradual decline in happiness as the years passed.

Those who were married, however, largely bucked this trend. It's not that marriage caused their satisfaction level to spike, Yap noted, but instead kept it, at least, stable.

The study is slated to run in the October issue of the peer-reviewed research journal.

I was recently back at the family home and I had the fortune to watch my Dad try and play Diablo 3. This was certainly a very entertaining experience because it gave us all a good laugh, particularly some of the younger members of the family who have already mastered this game.

I think we all forget how difficult it is for the older generation to start playing some of the modern computer and video games. To be honest I think he, along with many others who are the same age, would really struggle to play this game even if he had the best Diablo 3 guide money can buy.

There are some things that the older generation are really good at, but playing computer games certainly isn?t one of them. To be fair I think that anyone under the age of 30 now will be just the same when they reach that age as well. The fact is that time moves on and we are all getting older, so I guess we shouldn?t really make fun of them when they embarrass themselves playing computer games such as Diablo 3.

In our case, the enemy is the disaster or business interruption event we are planning for.

And, Arthur C. Clarke, had this observation, ?All human plans [are] subject to ruthless revision by Nature, or Fate, or whatever one preferred to call the powers behind the Universe.?

The point is; whatever you had in mind when developing your business continuity, emergency response or disaster recovery plans, the event you will have to respond to will be nothing like what you envisioned.? Now, I know many of you are thinking, ?That is why we do not plan for particular scenarios, we plan for the impacts of scenarios!?? But, I still say, you cannot plan without certain assumptions and certain biases about how the response will take place or how the crisis will unfold ? and, I suggest, it won?t happen that way.

This is why I always like to look for evidence in a plan that you have provided the framework for decision makers to get together, make changes to the plan as needed, and, have the means to communicate these decisions to those who need to know this information.

I happen to believe in what Lester Robert Bittel had to say about planning, ?Good plans shape good decisions.?? But, it is important to understand that not all decisions are made ahead of the event and the good plan must lay the foundation for at-time-of-disaster decisions to be made to adjust the plan based on how the enemy is responding.

Now, I happen to make a good living from helping organizations create, document and test crisis management, emergency response, business continuity and disaster recovery plans.? So, I would not dare under-emphasize the importance of planning ? but, like some of the quotes I will share below ? I think the value gained is in the planning process and not so much in the plans.

Dwight D. Eisenhower said it this way, in a quote that is often repeated, ?In preparing for battle I have always found that plans are useless, but planning is indispensable.?

Dr. Gramme Edwards paraphrases it this way, ?It?s not the plan that?s important, it?s the planning.?

Indeed!? It is in the planning process where we build out solutions, implement recovery capabilities and exercise our abilities to respond.? This is the real value and the enablers that will allow us to survive the business interruption event.? The written plan, with step-by-step instructions for how we operate, sometimes for weeks after the event ? will hardly ever be referenced and certainly, not referenced after the first 24 hours.? I do believe that those decisions we made before the event that provide action steps within the first few hours of an event can be valuable ? but once decision makers get together and have the luxury of a little time to figure out where we currently stand ? decisions made before the event occurred will have less value.

The capabilities we have in place because of the planning process will be the key to our survival.? How we utilize those capabilities will require flexibility based on the event itself.

Winston Churchill said, ?Those who plan do better than those who do not plan even thou they rarely stick to their plan.?

I think that is a much better way of saying what I mean!

I do run up against ?pride of authorship? when I evaluate written plans ? and I understand and completely empathize with that.? I am guilty of the same.

But, Publilius Syrus says, ?It?s a bad plan that admits of no modification.?

I do believe in the power of planning.? And, I agree that planning is essential.

Although attributed to many different people, I think Tariq Siddique says it best and simplest, when he states, ?If you are failing to plan, you are planning to fail.?? (This quote is often attributed to Benjamin Franklin, who may have said the same thing or something very similar.)

And, I couldn?t agree more with Sun Tzu in his The Art of War, when he suggests, ?Plan for what is difficult while it is easy.?

This is why we must plan before the disaster.? Not only because we do not have the luxury of time to plan afterwards, but because the planning process is easier lacking the chaos and confusion that will accompany the disaster.

But, remember, it is the planning that is important and the resulting capabilities put in place during the planning process.? The plans themselves, may not be what is needed to get you through the particular crisis you are responding to.

Hillel J. Einhorn states, ?In complex situations, we may rely too heavily on planning and forecasting and underestimate the importance of random factors in the environment. That reliance can also lead to delusions of control.?

I think our plans need to allow for the flexibility to respond to these random factors.? And, yes, I do think some of us have ?delusions of control? when it comes to assessing our state of readiness.

I want to end with two more thoughts on planning.? I have witnessed so many programs lacking progress because of their desire to create the perfect plan.

George Patton is quoted as saying, ?A good plan today is better than a perfect plan tomorrow.?

I agree.

And, lastly, when exercising our plans and our recovery capabilities, I so often find planners who like to assign pass/fail grades to the tasks.? I like to rely on what Thomas Edison had to say about failures, ?I have not failed.? I?ve just found 10,000 ways that won?t work.?

A judge has rejected a request by Arizona Gov. Jan Brewer to partially dismiss one of three remaining legal challenges to the state?s 2010 immigration law, ruling that the people who filed the lawsuit in question had legal standing to contest the law because they properly alleged that they would be harmed by its enforcement.

The ruling on Tuesday by U.S. District Judge Susan Bolton means the 10 people behind the lawsuit can continue pushing their argument in court that the law should be overturned in its entirety.

The governor?s lawyers had argued that those who filed the challenge hadn?t shown that they would be harmed because their alleged injuries were too speculative.

Attorneys pressing the case contended, in part, that their clients faced increased risk of being stopped by police under the law because of their appearances and limited English proficiency. They also argued that two sections of the law can?t be enforced in a race-neutral way.

Bolton wrote it was realistic that police will rely on physical and linguistic characteristics in enforcing two sections of the law that the judge herself blocked officers from enforcing in 2010.

The blocked provisions would require police to question the immigration status of those they suspect are in the country illegally and allow police to arrest people without warrants in cases where they commit crimes that make them removable from the United States.

The governor had asked to have the 10 people who filed the lawsuit dismissed, but she wasn?t seeking the removal of 14 organizations that also were plaintiffs in the case. Bolton had concluded earlier that groups had legal standing, Brewer?s attorneys said in court papers.

Brewer spokesman Matt Benson said the governor had no plans to appeal the ruling and characterized Tuesday?s ruling as a procedural development. ?The decision is unfortunate in that regard, but this is not a monumental thing,? Benson said.

Bolton has prevented the law?s most controversial elements from being enforced. The governor appealed Bolton?s ruling and took the issue to the U.S. Supreme Court after a lower appeals court rejected her request to let the blocked sections take effect.

The Supreme Court heard arguments in Brewer?s appeal in late April.

During arguments over the law, liberal and conservative justices reacted skeptically to the Obama administration?s argument that Arizona exceeded its authority in creating the requirement that police check people?s immigration status and the provision allowing suspected illegal immigrants to be arrested without a warrant. A decision in the case is expected in late June.

Three of the seven challenges to the Arizona law remain alive. No trial date has been scheduled in the three cases.

Home building in the Denver area rose by 43.4 percent in the first four months of the year, compared to the same period in 2011, according to a report released today.

An increase in building permits for single-family, detached homes is a trend for more than a year, said Jeff Whiton, President and CEO of the Home Builders Association of Metro Denver, which released the building permit report.

?This is 13 months in a row in which builders have pulled more permits than in the same month a year earlier,? Whiton said.

?Everybody had high expectations for this year and we have met those expectations,? Whiton said.

From January through April, builders pulled 1,483 permits for homes, compared with 1,034 in the first four months of last year. In April, builders pulled 440 permits, 41 percent more than the 312 in April 2011.

The report includes the counties of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Elbert and Jefferson, as well as all of the municipalities in those counties.

The county with the most activity was Denver. Builders pulled 250 permits through April, 44.5 percent more than the 173 in the first four months of 2011.

Builders are benefitting from a low-supply of resale homes. The inventory of unsold previously owned homes is down 42.5 percent in April from April 2011. Permits are an indicator of future construction.

?I?ve been getting calls from Realtors asking what new homes are available,? Whiton said. ?That is a little bit unusual. There just isn?t much out there to choose from.?? Not that there is a glut of new homes on the market.

?There is not much builder-inventory available,? Whiton said. ?It is getting to the point where we are going to start need to need to see some land development. We are running out of finished lots.?

A couple of years ago, only starter homes were sold. Many builders did things such as eliminate basements to keep the price down. That is starting to change.

?We are starting to see more demand for more expensive homes,? Whiton said. ?The sweet spot is still around $275,000. But we are seeing jobs being created at higher incomes. And with interest rates so low, affordability has never been higher.?

Whiton was recently talking to one custom-home builder to see if he would be willing to put one of his houses in the Parade of Homes.

?He built eight homes and all of them have been sold,? Whiton said. ?He told me he had no inventory to put in the parade. And this guy builds $1 million homes.?

Despite the big percentage increases, activity is still down by historical levels.

?We are probably going to have 4,000 to 4,500 starts this year, about 30 percent of where we used to be,? Whiton said. ?Almost all of the activity is in detached. The attached product, condos and townhomes, account for about 14 percent of the activity, while traditionally they account for about 25 percent.?

In the first four months, builders pulled 247 permits for attached home, 31.4 percent more than the 188 during the same period in 2011.

Apartment activity strong

Apartment activity showed the biggest percentage increase. Year-to-date, multifamily developers pulled 1,059 permits, 180 percent more than the 378 in the first four months of 2011. Apartment activity grew by a whopping 445 percent in April, with developers puling 730 permits, compared with 134 in April 2011.

One change in the market is the Century Communities replaced Richmond American Homes of Colorado as the No. 1 builder in the Denver area.

Century Communities pulled 329 homes through April, while Richmond pulled 283. Richmond, which is owned by Denver-based MDC Holdings Inc., pulled 444 permits during the same period last year, 36.3 percent more than this year. Century Communities, by contrast, pulled 19 percent more than the 275 permits it pulled in the first four months of 2011.

?Century Communities has been pretty aggressive,? Whiton said. ?They build a very good product in great locations.?

Century Communities builds from Broomfield to Colorado Springs. Its homes, for the most part, are priced in the $200,000s, although it has some models priced at more than $400,000.

(AP) ? It seemed like a good idea at the time.

But a health insurance tax credit for small businesses, part of President Barack Obama's health care law that gets strong support in public opinion polls, has turned out to be a disappointment.

Time-consuming to apply for and lacking enough financial reward to make it attractive, the credit was claimed by only 170,300 businesses out of a pool of as many as 4 million potentially eligible companies in 2010.

That's put the Obama administration in the awkward position of asking Congress to help fix the problems by allowing more businesses to qualify and making it simpler to apply.

But Republicans who run the House say they want to repeal what they call "Obamacare," not change it.

"They completely missed the target on this thing," Rep. Sam Graves, R-Mo., said of the tax credit. "I don't think expanding it is going to make any difference whatsoever." Graves chairs the House Small Business Committee.

It doesn't help the administration's plea that the biggest small-business lobbying group is a lead plaintiff asking the Supreme Court to overturn the Affordable Care Act. The National Federation of Independent Business isn't likely to spend much time tinkering with the tax credit or promoting it to members.

Small businesses represent the crumbling edge of the nation's system of employer-based health care. Only about 30 percent of companies with fewer than 10 workers offer health coverage, and they often pay more for insurance than large businesses. The credit, which once had support in principle from lawmakers of both parties, was supposed to help businesses already providing coverage afford the premiums. And maybe it would even entice some to start.

"We agree it is not a panacea for all costs," said John Arensmeyer, founder of Small Business Majority, an advocacy group that supports the health care law and disagrees with the much larger independent business federation. The problem is all the negative publicity around the health care law has discouraged business owners from applying for the credit, he says.

"There has been more heat than light shone on this," Arensmeyer said. "There is no reason why small businesses shouldn't be taking advantage of this credit." About 770,000 workers were covered by the businesses claiming the credit in 2010.

However, a recent report by Congress' nonpartisan Government Accountability Office identified several issues with the credit itself.

To begin with, the GAO said, the tax credit is structured so its biggest benefits go to very small companies paying low wages. About 4 out of 5 such businesses don't offer coverage, and the tax credit is not sufficient to encourage them to start doing so.

"Small employers do not likely view the credit as a big enough incentive to begin offering health insurance," the report said.

The average credit claimed in 2010 was about $2,700, although some companies qualified for much more.

Many small firms did not qualify because they paid fairly decent wages. The GAO report quoted an unidentified tax preparer who explained that "people get excited that they're eligible and then they do the calculations and it's like the bottom just falls out of it and it's not really there." It's almost a bait and switch.

Complexity has been another obstacle. IRS Form 8941, which employers must complete to claim the credit, has 25 lines and seven worksheets, the GAO said. Some tax preparers told the agency it took clients from two to eight hours to pull together supporting information and tax professionals another three to five hours to calculate the credit.

Trying to help, the IRS identified "three simple steps" employers needed to follow, but the GAO found "the three steps become 15 calculations, 11 of which are based on seven worksheets, some of which request multiple columns of information."

Arensmeyer said claiming the credit will be simpler once it becomes standard in tax-preparation software.

As it stands now, the credit is only temporary, expiring in 2016. That's another reason Congress appears unlikely to adopt the administration's proposed fixes, which would cost an estimated $14 billion that has to be offset with cuts elsewhere.

If the health care law withstands Supreme Court scrutiny, more employers could start claiming the credit. Otherwise, it may just go down as a missed opportunity, for policymakers and small-business owners alike.

(AP) ? Judges at an international war crimes court sentenced former Liberian President Charles Taylor to 50 years in prison Wednesday, saying he was responsible for "some of the most heinous and brutal crimes recorded in human history."

The 64-year-old warlord-turned-president is the first former head of state convicted by an international war crimes court since World War II and judges said they had no precedent when deciding his sentence.

Taylor will serve his sentence in a British jail. His lawyers, however, are expected to appeal his convictions and that will likely keep him in a jail in The Hague, Netherlands, for months.

Taylor was convicted last month on 11 charges of aiding and abetting the rebels who went on a savage rampage during the decade-long war that ended in 2002 with more than 50,000 dead.

Prosecutors say he funneled arms, ammunition and other supplies in return for "blood diamonds" mined using slave labor.

Presiding Judge Richard Lussick told Taylor his crimes were of the "utmost gravity in terms of scale and brutality."

"The lives of many more innocent civilians in Sierra Leone were lost or destroyed as a direct result of his actions," Lussick said.

Taylor showed no emotion as Lussick handed down what will effectively be a life sentence.

Prosecutors had asked judges at the Special Court for Sierra Leone to impose an 80-year sentence; Taylor's lawyers urged judges to hand down a sentence that offered him some hope of release before he dies.

Lussick said an 80-year sentence would have been excessive as Taylor was convicted of aiding and abetting crimes and not direct involvement.

But the judge added that Taylor was "in a class of his own" compared to others convicted by the United Nations-backed court.

"The special status of Mr. Taylor as a head of state puts him in a different category of offenders for the purpose of sentencing," Lussick said.

At a sentencing hearing earlier this month, Taylor expressed "deepest sympathy" for the suffering of victims of atrocities in Sierra Leone, but insisted he had acted to help stabilize the West Africa region and claimed he never knowingly assisted in the commission of crimes.

"What I did...was done with honor," he said. "I was convinced that unless there was peace in Sierra Leone, Liberia would not be able to move forward."

However, judges ruled that Taylor armed and supplied the rebels in full knowledge they would likely use weapons to commit terrible crimes, in exchange for payments of "blood diamonds" often obtained by slave labor.

Prosecutors said there was no reason for leniency, given the extreme nature of the crimes, Taylor's "greed" and misuse of his position of power.

"The purposely cruel and savage crimes committed included public executions and amputations of civilians, the display of decapitated heads at checkpoints, the killing and public disembowelment of a civilian whose intestines were then stretched across the road to make a check point, public rapes of women and girls, and people burned alive in their homes," prosecutor Brenda Hollis wrote in a brief appealing for the 80-year sentence.

Taylor stepped down and fled into exile in Nigeria after being indicted by the court in 2003. He was finally arrested and sent to the Netherlands in 2006.

While the Sierra Leone court is based in that country's capital, Freetown, Taylor's trial is being staged in Leidschendam, a suburb of The Hague, for fear holding it in West Africa could destabilize the region.

BRUSSELS (AP) ? The European Union's executive office on Wednesday said the 17-country eurozone needs a "banking union" that can centrally oversee and ? if needed ? bail out the sector, which has become a weak link in the continent's financial system.

Fears that the cost of bank rescues could cause governments to need bailouts of their own have been fueling Europe's debt crisis in recent months.

Spain is in a particularly bad situation because its banks are not only holding massive amounts of shaky government bonds but also sitting on huge losses on real estate investments. The country's borrowing rates have hit record highs this week as investors worry it does not have the money to save its banks. One of them asked for ?19 billion ($23.6 billion) last week.

But Europe's attempts to address the weakness of some countries' banking sectors has been hindered by the lack of a central authority with the power to tell banks what to do to improve their balance sheets. That power remains in the hands of the dozens of national regulators.

Highlighting the urgency of the issue, the European Commission suggested Wednesday that regulation of the entire eurozone banking sector be done centrally and that the cost of bailouts be shared.

"Ambitious steps to accelerate and deepen financial integration may be needed. Already before the crisis, it was acknowledged that the EU model of cross-border banking was not stable," the Commission said in a report on how to deal with the financial crisis which has pushed the shared single currency to the brink of breakup.

Part of the proposal would see the eurozone's permament bailout fund, the ESM, charged with helping pay for bank bailouts. That would protect individual governments from having their public finances overwhelmed by the cost of rescuing a bank.

"Direct recapitalization by the ESM might be envisaged," the Commission's report said.

EU Commission President Jose Manuel Barroso said the ESM should be better able to help out troubled banks across national borders if need be. In the future, "the building blocks could include a banking union with integrated financial supervision and a single deposit guarantee scheme," he said.

Germany, however, has long been against such an arrangement because, as the currency bloc's paymaster, it would fund the lion's share of any expenses the European bailout fund runs into. German Chancellor Angela Merkel's spokesman, Steffen Seibert, said there was no change in the country's views: "The German position on direct recapitalization of banks from the European rescue fund is known."

EU Commissioner Olli Rehn cautioned that the plan might call for the reopening of an EU treaty, a politically risky affair in the best of circumstances.

The European Commission also made specific recommendations to nations mired in the financial crisis on how to manage its national budgets and rein in debt and spending.

Spain, which is currently the focus of the European financial crisis, should be given an extra year ? to 2014 ? to get its budget deficit back within European targets.

Rehn said the Spanish government should be given such an extension only if it can effectively control the excessive spending in the semi-autonomous regions and present "solid two year budget plans for 2013 and 2014."

In this case, "we are ready to consider proposing an extension of the deadline to correct the excessive deficit by one year," Rehn said.

Spanish financial markets improved briefly on the news, with the government's 10-year bond yield edging down. The respite proved short-lived as investors focused on the longer-term challenges facing Spain, which is in its second recession in three year, suffers unemployment of near 25 percent and has not yet made clear where it will find money to fund its latest bank rescue, of lender Bankia.

The commission also recommended that Spain "accelerate the increase in the statutory retirement age," and take steps to reintegrate elderly people in the job market. The commission said Spain should tax labor less and rely more on environmental and consumer spending taxes.

In France, as in many other countries, the Commission recommended the country "adopt labor market measures to ensure that older workers stay in employment longer" as well as take steps to make young people more employable.

The commission recommended that Ireland correct its excessive deficit this year, and take further action to address youth unemployment. It also said Ireland needs to pursue the fight against tax evasion, and simplify the regulatory framework for businesses.

European leaders will consider the Commission's recommendations before making a ruling at a summit in June.
