Depends on where you live. And that not only varies by state, but also by county.
Where I am, there is public access to arrest records, prison records, criminal court, civil court, outstanding warrants -- all online (but not juvenile or family court).
Other places, nothing is online, but you can get it by request. Still other places, you have to be an entity with a legal justification for requesting the files.
