Definitely, I am not talking about really bad amplifier here but the decent ones. When paired with good speakers (not necessarily expensive or imported, for that matter) even the decent amplifier may sound right (again from my personal experience). But decent speakers paired with decent amp may not satisfy you fully.
A good example would be Usher S 520 paired with a very decent T-Amp. I heard this combination, I liked it more than my own system at that time, which was a NAD C350 and Wharfedale Diamond speakers (I would rate both of them as decent).
I am believer that a good speaker really defines the system, more than the amp. I would definitely spend more funds on the speakers than on the amp, if the budget is limited. But this is just my opinion which I have developed from my own experience and I may be entirely wrong on that.
I have similar opinion about the lens/Camera Body as well.
I had a Nikon D5100 which I had upgraded to D7000, but I experienced, instead of upgrading the body, if I should have upgraded the lens. The improvement in the IQ would have been more (keeping all the camera features aside). But again, this is not a photography forum.
